Responsible for facilitating and managing the delivery of projects and products using Agile principles and methodologies and for maturing the PMO framework in the branch.
Serves as Product Owner for the Technology Services (TS) demand management process supporting the Division of Management and the Division of Financial Management.
Provides oversight, advisory consultation, and support to the Lean Agile Center of Excellence (LACE) to ensure that agile practices and related training are evolving as we mature and serves as the primary agile coach for TS.
Manages the development of the agile governance framework that defines working relationships and sharing of IT resources among various IT groups.
Analyzes trends in technology, assesses the impact of emerging technologies on the MGT and DFM ecosystem, provides solutions to address technology and business issues, and manages both people and financial resources, while ensuring the development of high-quality technology solutions.
Manages development of solutions at the best possible cost, aligning with customer and business needs, while establishing relationships with employees and key internal and external stakeholders.
Duties and Responsibilities1.
Manages the planning, assigning, monitoring, and coaching all team activities, ensuring that development, review, and production guidelines are met, and service level agreements are satisfied.
Manages and maintains the team s backlog of epics, features, and stories to maximize operational effectiveness.

Leads teams in the implementation of technology capabilities, services, and/or solutions that support the Board's Strategic Plan and other projects critical to the Technology Strategic Plan (TSP) requiring frequent involvement in project management and change management as well as team briefings, change control boards, and decision-making.
3.
Responsible for running the day-to-day operations of the TS Value Management Office and drive continuous improvement of the VMO, PMO, and related processes.
Manages and reports key metrics to help the team improve its own throughput and to inform stakeholders about how the teams are conforming to value.
4.
Serves as the agile coach for TS supporting the adoption agile practices and methods while embedding agile values and mindsets.
5.
Responsible for ensuring that all new work demand is complaint with all TS and Board policies, processes, and procedures for the team.

Advises and counsels Board leadership on strategic direction to drive continuous improvement and maximum utilization of information systems and available talent for the project management and agile delivery capabilities.
7.
Monitors, analyzes, and resolves issues to ensure the integrity, effectiveness, efficiency, reliability and compliance of information systems.
Proactively makes recommendations for improvement.
8.
Responsible for team development while holding teams accountable for their commitments, removing impediments to their work and mentoring and developing team members.
9.
Advises leadership on obligations, compliance strategies, and existing and emerging innovations to support strategic decisions; keeps leadership abreast of emerging technologies and changes in the industry and impact of events on the business climate.

Champions both agile and project management disciplines, providing the processes, structures, and tools that provide the foundation required for effective change throughout the project life cycle.
Contributes to organizational practices for staffing, EEO, diversity, performance management, development, reward recognition, and retention.
Supports succession planning, including identification, assessment, development planning, and review of potential successors.

Works independently to stay abreast of best of breed IT and business intelligence solutions available in the market and keeps leadership informed of those capabilities and functionality; recommends acquisition and/or implementation of technology solutions that will assist in delivering the TSP.
Manages improvement of processes that impact customer satisfaction and relationships; owns designated processes and is accountable for ensuring process compliance.

QualificationsThe Manager of Agile and Program delivery is an exciting and pivotal new role for the Technology Services (TS) branch to care for the continuing journey towards business agility that began in 2020.
This working manager will lead the agile program for TS, ensuring that we continue to mature in our agile disciple as a branch, while remaining in alignment with the enterprise agile program.
The manager will serve on the enterprise agile transformation program as a working member of the team, and will partner with other key stakeholders within TS and with our business partners to drive the success of the overall program objectives.
The manager is responsible for leading the two scrum masters in TS and will serve as one of the agile coaches for the TS branch.
In partnership with other teams in the Planning, Governance, and Innovation vertical in TS, this role is responsible for the overall effectiveness of the TS value management office, which cares for the intake, triage, assessment of new work requests that enhance, grow, or transform the products and services delivered by TS.
This includes providing support for both agile (product management) and traditional (project management) methods of delivering value to the organization.
Success in this management role requires a strong background in agile best practices and project management and must be an effective communicator at all levels in an organization.
Experience with organizational change management is strongly preferred to support the continuing mindset shift required when transitioning from project to product management.
Requires technical and analytical skills typically acquired through the completion of a master s degree in computer science, telecommunications, information systems, or a related discipline and 6 years related experience or a bachelor s degree and 8 years of related experience, which includes at least two years of leadership or management experience.
Experience with agile delivery methods and best practices is required and relevant certifications are preferred.
Experience with information security, privacy, and risk assessment standards including FISMA, SOX, FedRAMP, etc.

Experience with IT governance, such as ITIL, ISACA, or CMMI, as well as IT service management capabilities.
Demonstrates strong technical management experience, and strong knowledge of the technologies, tools, operations, and management practices related to agile delivery.
Demonstrates thorough knowledge of own area of responsibility and a comprehensive knowledge of IT management, functions, activities, solutions including cost/benefit analyses, and vendor relationship management.
Demonstrates strong leadership in managing professional and technical talent, projects, products, and programs.
Expert in coaching and developing talent.
Possesses the management knowledge to deal with complex, wide-ranging personnel issues include but not limited to EEO and disciplinary actions.
Demonstrates effective interpersonal, oral, and written communication skills, and strong customer service philosophy.
Must be highly dependable and capable of exercising sound, independent judgement, discretion, and tact.
Strong experience in the development and implementation of processes and policies.
The Senior Manager, FR-29 grade requires technical and analytical skills typically acquired through the completion of a master s degree in computer science, telecommunications, information systems, or a related discipline and 7 years of related experience or a bachelor s degree and 9 years of related experience.
This position is hybrid, requiring a combination of telework and an in-office presence in Washington, DC.
