This position is located in the Facility Management Division of a National Park Service unit of National Capital Parks-East (NACE) in Washington, DC. NACE consists of 16 units and additional associated partner and concession sites spread across the urban and suburban areas of the District of Columbia and Maryland. NACE contains a wide range of natural, cultural, historical, and recreational resources. Park visitors are ethnically and culturally diverse, coming from all parts of the world, and speaking many different languages. The various sites have strong connections with local communities as well as attract national and international visitation. Due to the proximity to the Capital, park sites often have high political interest and are visited by U.S., state, local, international, departmental, and agency dignitaries and staff.

The primary purpose of this position is to serve as the Facility Management Systems Specialist with primary responsibility for the Facility Management Software System (FMSS). The Facility Management Software System (FMSS) is utilized to record and maintain an inventory database of every asset (building, utility, road, trail, sign, monument etc.).
This is a Term position not to exceed 1 year with possible extensions up to a total of 4 years without further competition. Appointment to this position will not confer permanent status in the Federal service.
PHYSICAL EFFORT
The work is primarily sedentary. Visits to job sites or travel to conferences may be required. Occasional hiking, climbing or crawling to perform asset inspections may be required.
WORK ENVIRONMENT
The work is normally performed in an office setting. Travel to various site locations within the park to perform asset inspections may be required.

The duties and responsibilities include but are not limited to the following: The work performed involves a variety of duties and responsibilities in the operation of computerized systems and associated software in support of the asset management program. Paramount among these is the inventory and assessment of all physical facilities and assets including buildings, campgrounds, trails, equipment, utility systems, cultural resources, telecommunications and computer equipment. Operates, implements, maintains and oversees the Facility Management Software System (FMSS). Operate an asset management program utilizing a variety of Facility Management Software programs to effectively plan, document and evaluate maintenance operations. Prepare/direct the preparation of facility condition assessment reports. Assist the Park Account Manager (PAM). Prepares and presents reports to management from FMSS databases for operational, fiscal, and planning purposes. Provides support and guidance on all practical and technical aspects of FMSS databases software. Participates in coordinating training program associates with the use and maintenance of FMSS database. Uses standardized guidelines to determine the condition of all assets, including annual and comprehensive assessments, life cycle assessments, and daily work findings. Completes the annual review, close out and setup of numerous routine maintenance work orders for inclusion in the operational budget. Assist with planning, developing, and executing a complex maintenance program that includes annual and long range planning. Prepare budget requests, funding packages, and project proposals. Plan, schedule and direct work to operate facilities at their most effective/efficient level. Prepares operational and project reports in the narrative as well as a visual format based upon data recorded in FMSS.May serve as the Contracting Officer's Technical Representative (COTR) on contracts.

Must possess at least one year of specialized experience. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include, but are not limited to, the following: Examples of specialized experience include, but are not limited to the following: Knowledge of operating, implementing, maintaining and oversees the Facility Management Software System (FMSS). Knowledge of work practices and standard construction related to repair,rehabilitation, and constructions of buildings, utility systems, voice systems, roads maintenance, general grounds and campgrounds, maintenance shop operations, signs, public displays and exhibits. Knowledge of establishing a Quality Assurance/Quality Control program for FMSS to review, validate and correct data. Preparing routine reports; tracking budget expenditures and obligations against approved funding allocations. Effectively communicating orally and in writing.

Must have a Master Degree. or equivalent degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., that is related to the field of work.
OR
Must have an equivalent combination of such education and experience. For example, I have six months of the specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 36 semester hours of course work appropriate directly related graduate education (50 percent of the education requirement).

REQUIREMENTS:
