Intelligence Analyst
Description
Sotera Defense Solutions is currently seeking an Intelligence Analyst/RFI Manager with a current TS/SCI clearance located in Washington, DC.
The person selected serves as an Intelligence Analyst/RFI Manager supporting the DHS Office of Intelligence and Analysis RFI Section, and will be responsible for assessing, tracking, maintaining and providing monthly statistical reporting in relation to Requests For Information (RFIs) from State, Local Territory, and Tribal partners, DHS Components, Intelligence Community (IC) members, and Federal Agencies.
Specific responsibilities may include but are not limited to:
Receiving, validating, and tracking incoming and outgoing support requests utilizing Microsoft Access, Excel and various online RFI management tools.
Conducting trend analysis and contributing to bi-weekly, monthly and ad-hoc reporting to DHS Senior Leadership.
Researching online repositories for raw and finished intelligence reports
Presentation of briefings to DHS, SLTT, Component, and IC members. CONUS travel may be required. -Developing and maintaining Standard Operating Procedures for key workflows associated with RFI management
Participating in multi-agency outreach activities between DHS Components and other members of the IC
Managing HUMINT, SIGINT and/or OSINT collection requirements and their tasking to specific collection assets at both the national and theater level in support of analytical production, indications and warning, and collection support.
The position involves performing critical duties and responsibilities during crisis situations and contingency operations. Responsiveness to elevated threat levels may require special considerations, such as temporary relocation and extended or rotational hours of work.
Candidate must have a current TS with SCI eligibility security clearance. DHS Suitability strongly preferred.
Requirements
Minimum requirements include:
A Bachelor's degree and 0-3 years of experience OR a Master's degree with 0-2 years of experience
A minimum of 3 years of relevant experience with no degree
Minimum of a current TS clearance, DHS Suitability preferred
Experience with or knowledge of two or more of the following systems is desired:
Applicants should possess intermediate to advanced skills in Microsoft Access and Excel software and basic understanding of the DHS Mission, the National Strategy for Information Sharing, Criminal Intelligence Systems, Operating Policies (28 CFR Part 23), Executive Order 12333, the Intelligence Community, the intelligence cycle, and intelligence disciplines (Human Intelligence, Measurement and Signature Intelligence, Geospatial Intelligence, Signals Intelligence, and Open Source Intelligence).
Applicants must demonstrate proficiency in the following competencies: 1) initiative, 2) attention to detail, 3) interpersonal skills, 4) oral and written communication, and 5) problem solving.
Homeland Security State and Local Intelligence Community of Interest (HS-SLIC), Homeland Security Information Network (HSIN), Requirements Management System (RMS), HUMINT Tasking, Collection, Production, Exploitation and Dissemination (TCPED) cycle. Relevant experience supporting other DHS Components
Experience supporting Cyber, Border Security or Homeland Threat Analysis,
Creative thinking and ideation to advance our business performance.
Ability to query a variety of intelligence data sources, repositories
Creativity to develop charts, briefing slides and other materials to present data in a graphical form
Balanced institutional knowledge of DHS and the IC
Strong database skills
Strong Knowledge of Excel/Access
Ability to learn new tools easily
Ability to conduct trend analysis
Good ability to articulate findings for non-technical audiences
