Program Analyst

Overview
The position is located in the Bureau of Human Resources, Office of Employee Relations, Employee Program Division. The incumbent serves as a Program Analyst responsible for assisting the Department Coordinator for the Workers' Compensation program and the Division Chief for Employee Programs. The incumbent will review, analyze, and assess claim information from the Office of Workers' Compensation Programs (OWCP) on cases that are 20 years old or more. The incumbent will make recommendations and prepare follow-up correspondence to bring cases up to date and/or identify action items or problems with potential fraud and abuse.
Responsibilities
Maintain program spreadsheets and produce periodic reports as required for the Workers' Compensation Program and for the Division Chief.
Draft memoranda or letters providing interpretation and/or analysis relating to the data.
Assist Division Chief, if needed, for briefings, assembling information and preparing PowerPoint, etc.
Participate in weekly staff meetings.
Provide a high level of customer service to internal and external clients.
Assist in maintaining files and in organizing incoming and outgoing mail and email.
Gather background materials as required to prepare briefing books and related documentation for review by senior Department officials.
Coordinate with other HR offices and other Bureaus on routine matters concerning policy and programs.
Respond to email and phone questions and requests for interpretation in a timely manner, generally within three days. If the response will take longer to research, an interim response will be provided.
Research articles as directed based on program needs.
Qualifications
Ability to work independently and efficiently without close supervision.
Knowledge of Microsoft Office Applications.
Human Resources experience.
Good communication skills for data reporting and preparation of correspondence.
Ability to focus on details and investigate discrepancies in data.
Ability to create and maintain record of action items.
Ability to reconcile data using human resources, financial, or administrative background and training.
