This position starts at a salary of $81,548.00 (GS-12, Step 1) to $126,062.00 (GS-13, Step 10) with promotion potential to $126,062.00 (GS-13 Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in developing and managing communications plans. Typical work assignments include:
Serving as the Subject Matter Expert for management of Talent management Directorate (TMD) and NRD leadership's activities, while defining and designing the organization structures Collecting, analyzing and evaluating materials such as strategic organization change plans and proposals, mission and function statements, organization charts, staffing charts, position descriptions, labor and employee relations impact on the organization Planning and conducting special studies, providing advice to managers, and recommending, developing, and evaluating policies or other processes pertaining to NRD management initiatives for complex agency projects and special studies that revolve around unique analytics to support TMD and NRD leadership's decision making and operational missions Coordinating activities of office support staff and advising and providing analytical support on problem definition, planning, policies, and procedures while evaluating the content of new or modified activities, projects, and tasking's that impact national recruitment and its mission Developing policies, issuances and directives to coordinate the identification, analysis and issuance of policies with managers and top-level officials of CBP while serving as the point of contact for issues affecting and impacting TMD and NRD programs
Experience:
You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Gathering information and analyzing issues related to strategic organization change plans and proposals; Providing technical assistance and support services to management relating to the application of planning systems; Implementing and monitoring management information systems that focus on long and short range plans; and Researching recommendations to resolve substantive problems regarding the effectiveness of programs and monitoring the efficiency of work operations in a program or program support setting. There is no education substitution at the GS-12 grade level for this occupation.
Experience:
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Conducting complex studies, analyzing findings and making recommendations on substantive operating programs regarding strategic organization change plans and proposals; Planning, scheduling, and conducting special projects and studies to evaluate and recommend ways to improve effectiveness and efficiency in a program or support setting; Advising management on appropriate course of action in regards to pertinent laws, regulations, policies and precedents which affect the use of program and related support resources; and Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures of administering program services. There is no education substitution at the GS-13 grade level for this occupation. You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/19/2019. The check will bounce and the victim is left responsible.
