WHAT DOES A BUILDING MANAGEMENT SPECIALIST/CONSULTANT DO?Building Management Specialists provide technical advice, consultation, and assistance to management on assigned program issues. In the position, you will be responsible for planning, analyzing, and implementing critical service functions in the areas of landscape management/snow removal, alterations/construction management, food services (e.g., cafeteria and canteens) operations, recycling/shredding services, providing back-up support for the energy management and utilities program and other related programs. You will also serve as a Contracting Officer's Representative (COR) on one or more contracts. These services frequently impact multiple delegated IRS locations and organizations.WHAT IS THE FACILITIES MANAGEMENT & SECURITY SERVICES (FMSS) DIVISION:
FMSS customers are IRS employees - FMSS identifies and delivers value-added, cost efficient, shared service solutions, that facilitate the success of the IRS mission including, but not limited to, real estate and portfolio solutions, building infrastructure and facilities management, security services, employee credentialing, environmental health and safety and incident management.As a Building Management Specialist you will have responsibility for carrying out oversight duties pertaining to one or more of the following support services programs:
Energy Management and Utilities Duties:
Track demand, consumption and cost data and prepare Annual Energy Report with supporting narrative. Develop and implement site Energy and Water Management Plans. Identify opportunities to conserve energy and reduce water consumption. Coordinate energy audits in accordance with required frequencies and develop implementation plan for recommendations. Landscape Management/Snow Removal Duties:
Responsible for the daily landscape management program (e.g., grass cutting and edging, tree and shrub pruning/removal, herbicide and pesticide application, fertilization, mulching, erosion control, irrigation schedules, seasonal flowers, etc.) Coordinate pest issues with State or local Departments of Agriculture. Plan and implement the campus snow removal efforts and apprise upper management of campus conditions during snow/ice-related weather events. Construction Project Oversight Management Duties:
Prepare cost estimates for building infrastructure retrofit and repair projects. Review construction drawings and specifications prepared by architects, engineers and consultants and provide comments. Recycling/Shredding Duties:
Stay current on recycling procedures and rebate prices. Promote the recycling program to building occupants and track material volume. Janitorial Service Duties:
Responsible for the daily janitorial services program (e.g., standard and clinical cleaning, trash removal, and pest control). Coordinate cleaning schedules and coordinate with other sections on the impact of large-scale furniture installations or realignments on janitorial services. Contracting Officer's Representative (COR) Duties:
Act as COR on one or more contracts. Closely follow Procurements- initiated COR guidelines on working with contractors. Obtain and maintain COR certification, by completing courses timely and maintain professional relationship with contractors. Initiate funding requests, write the technical contract Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP), prepare Government Cost Estimate, work closely with the Contracting Officer throughout the solicitation process, develop and monitor timelines/milestones, lead or participate on contract technical proposal evaluation panels and prepare supporting documentation for decisions reached, and coordinate the phase in and closeout of contracts. On an on-going basis you will:
initiate monthly automated receiving reports; budgets for and tracks available funding; review and accept/reject contractor reports; make personal inspections of services provided and building conditions; ensure contract employees have proper licenses, security clearances and certifications; and meet with various contractors and Contracting Officers to resolve problems. Prepare and maintain contract documentation. Provide formal presentations, and assists the Contracting Officer in any formal disputes with the contractor. GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
Experience using knowledge of the following regulations and policies, include:
Executive Orders on energy and recycling, State and local pesticide/herbicide regulations, FDA and local health department regulations, CFR (Code of Federal Regulations), OSHA (Occupational Safety and Health Act), and FPMR (Facilities Property Management Regulations) and procurement regulations, to ensure actions, advice and provide guidance that complies with established rules and laws; Analytical and evaluative and techniques, both qualitative and quantitative, sufficient to identify, evaluate, and modify work methods; Experience working with contract administration sufficient to identify problem areas/trends, recommend modifications and/or adjustments to ensure contract conditions are met. Your experience must also include managing construction projects and repair and maintenance projects on building infrastructure; Accomplishment working in historic structures and experience working with hazardous materials; Extensive experience and knowledge using various automated systems and software programs such as:
CMMS/CMIS (Computerized Maintenance Management/Information System), lawn irrigation systems, Automated Financial System, Requisition Tracking System. Note:
The work requires extensive walking, climbing stairs, bending, stooping and employees could be exposed to hazards causing cuts, bruises, burns, and injuries from falls. - The experience may have been gained in the public sector, private sector or Volunteer Service.
