Information Technology Specialist (Systems Administration)

As the Team Lead for Operations, you will:
Oversee the planning, acquisition, implementation and maintenance of systems configurations and enhancements, including network enhancements, in accordance with established STB policy and procedures, supporting the IT security team in developing procedures and technical implementations to satisfy information security control requirements in the Board's information systems. Ensure the following routine activity processes are developed, implemented and completed:
Daily system monitoring, verifying the integrity and availability of all hardware, server resources, systems and key processes, reviewing system and application logs, and verifying completion of scheduled jobs such as backups. Regular security monitoring to identify any possible intrusions. User support, investigation and resolution of issues. Repair and recovery from hardware or software failures including coordination and communication with impacted constituencies. Network administration - Installation, configuration, testing, implementation, and management of network systems. Analyze network/systems requirements in response to business requirements, risks, and costs, and validates systems. Manage development and documentation of systems and network administration standard operating procedures. Researches and recommends innovative, and where possible automated approaches for system and network administration tasks. Develop solutions for integration/interoperability issues, and advises management on procedures, operations, and planning as they apply to implementation of all systems, in-house and cloud-based systems. Implement and maintain operational procedures that align with information security principles, including vulnerability management, configuration management, identity and access management, and IT service management. Provide guidance and direction to other Operations personnel including systems administration, network administration and help desk personnel. To qualify for this position, applicants must meet the specialized experience as described below:
Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position typically in or directly related to the overall management of an organization's records and information management program, and is equivalent to the work performed at the next lower grade level. To be qualified for this position at the GS-14 grade level, you must demonstrate in your resume one year of specialized experience equivalent to the GS-13 level of Federal service such as:
Oversees the planning, acquisition, implementation and maintenance of systems configurations and enhancements, including network enhancements in accordance with established policy and procedures; manages operational impact of security controls and principles, outlined in the Federal Information Security Management Act (FISMA) and National Institute of Standard and Technology (NIST) publications; maintains accurate documentation of all hardware/software build and patches throughout the system life cycle; manages the standardization of desktop applications while maintaining accurate hardware/software baseline information; develops solutions for integration/interoperability issues, and advises management on procedures, operations, and planning as they apply to implementation of all systems, in-house and cloud-based systems. In addition to meeting the above described specialized experience requirements, your IT experience must include experience in the following competencies:
1. Attention to Detail - Plans and manages complex IT environments. 2. Customer Service - Works with clients and customers (internal and external to the STB) to assess IT needs, provide expert technical information or assistance, resolve complex or non-routine problems, or satisfy expectations; knowledge of available products and services; committed to providing quality IT products and services. 3. Communication - Interpersonal skills to deal directly and extensively with managers and coworkers, to resolve conflicts, secure cooperation, and provide technical assistance. Must be able to use oral and written communication methods and techniques to communicate complex technical requirements to non-technical personnel. 4. Problem Solving - Works cross-functionally to solve problems and implement changes; uses sound judgment to generate and evaluate alternatives; makes decisions or recommendations that influence IT policies or programs and applies new developments to previously unresolved problems. Specialized experience must meet 52 weeks equivalent to the next lower grade level. A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (i.e Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
