We have an exciting opportunity to join us in supporting one of our valued customers as a Human Resources Specialist, Senior to work out of Washington, DC in the Gallery Place/Chinatown area.
The Specialist will perform and provide comprehensive support for Federal excepted service recruitment and staffing.
Additionally, the Specialist will perform strategic consulting related to qualification requirements, and applicable automation tools (automated staffing system) and timeframes.
Responsibilities Implement merit promotion plans Perform strategic consulting related to qualification requirements, recruitment sources and applicable automation tools (automated staffing systems) and timeframe Provide guidance and assistance to supervisors, managers, and employees regarding merit practices and principles Provide input to management on recruitment and placement issues and recommend ways to resolve problems of job turnover and workforce planning Use various appointing authorities such as Direct Hire, Veterans Recruitment Appointment, Schedules A, B, and D, 30% or more disabled Veterans, etc.
Conduct Job Analysis and drafting Job Opportunity Announcements Assist with applying Veterans Preference by reviewing military documents (Form DD214/Veterans Administration letters) Research and interpret OPM qualification standards in rating job applications Prepare and issue merit promotion certificates of the best-qualified candidates Process personnel actions in accordance with the OPM Guide to Processing Personnel Actions Assist with case file management Support staffing activities to include offer letters and employee on boarding and new employee orientation Prepare human resources status reports Additional duties as assigned Qualifications Required Skills:
Minimum of 7-10 years of experience working as a HR specialist in the Federal Government Desired Skills:
Comprehensive understanding of Federal staffing and placement duties Comprehensive understanding of Federal policies and regulations as they relate to recruiting, staffing and placement Experience with PeopleSoft and automated staffing systems such as Monster or equivalent Ability to work independently and as an effective team member without appreciable direction Effective communication skills:
written, oral, and listening Strong analytical and problem-solving skills and attention to detail Proficient in Microsoft Office applications (eg, Word, PowerPoint, Excel, Access, and Outlook) Education:
Highschool Diploma Must be DEU Certified Clearance:
