As the second largest department in the UW School of Medicine, Pediatrics has twenty-one clinical divisions with approximately 1,500 appointments, including approximately 520 paid faculty members, 150 paid staff employees, 125 residents, 100 fellows and 620 volunteer/affiliate faculty and continues to grow each year.
The Department of Pediatrics has a close affiliation with Seattle Children's Hospital (SCH) and Seattle Children's Research Institute (SCRI).
Faculty members and staff employees in the Department are located at both institutions.
In addition, the Department deploys staff to the Fred Hutchinson Cancer Research Center (FHCRC) and other non-UW Medicine affiliated institutions in the region.
The size, scope, and complexity of Pediatrics warrants that the Department's Finance Team be divided into two units:
Financial Accounting and Clinical Finance.
The Financial Accounting Unit has an outstanding opportunity for a Budget/Fiscal Analyst Lead.
Reporting to the Department's Finance Manager, this position will perform a variety of complex financial reporting and analytical functions to manage the financial accounting operations to the Department.
This will include funding that this based at UW and at affiliate institutions (FHCRC, Children's University Medical Group (CUMG), SCH, SCRI and other affiliates).
The scope of management is about $30M annually.
The Budget/Fiscal Analyst Lead must determine which affiliates owe the department money and the recommended mechanism for collecting funds (wire transfer, affiliate payroll, invoice payments, and service agreements are examples).
Once the mechanism and affiliate are identified, this position will work directly with other institutions to ensure timely processing.
The Department of Pediatrics has an outstanding opportunity for a Budget/Fiscal Analyst Lead.
This position will be responsible for creating and implementing systems for detailed complex reporting and analysis and follow up on reimbursement anticipated from affiliate institutions.
Expenses charged to accounts managed by the Budget/Fiscal Analyst Lead will include costs for supplies, services, and salary/benefits for faculty (about $18M of the $30M).
The Budget/Fiscal Analyst Lead is responsible for a $30M portfolio that include funds managed at the UW that is not limited to the State, WWAMI, Research Cost Recovery (RCR), Research and Training (R&T), Gifts, Royalties and Endowment.
This position will create and maintain complex financial accounting reports, analyzing comparative information in order to provide recommendation that can be used to make operational and strategic decisions across the Department of Pediatrics.
This position is responsible for making recommendations to the Department's Central Unit Leaders (Associate Director, Finance Manager, Research Administrator, HR/Payroll Administrator, Graduate Medical Education Director, Grants and Contracts Managers and Divisions) as well as Chair, Executive Committee and Director regarding fund usage, fund status and budget projections.
On an annual basis this position participates in budget and strategic planning associated with Department operations.
The primary work location will be at the University of Washington (approximately four days a week).
The incumbent will be expected to work on the Seattle Children's Hospital campus approximately one day a week to interact with clinical finance colleagues and other administrative unit leaders.
Primary job responsibilities will include but are not limited to:
Finance Administration:
Responsible for the management of UW-based resources including R&T accounts, State Funding, WWAMI funding, Endowments, Royalties, RCR, and Gifts ($30M).
Manage Pediatrics Staff Assignment Agreement (SAA) account ($15M per year) to ensure all funds expended for faculty salary/benefits as well as tuition expenses are reimbursed in an accurate and timely manner.
Audit SCRI SAA report and associated check(s).
Invoice payments for tuition and/or related fees from SCRI with funds that are in excess of approximately $8.
4M a year.
Collaborate with Seattle Children's medical education staff to ensure annual budgets and associated transfers are made to UW account in order to support the pediatrics UW Kenya programs.
Ensure timely and correct Departmental inter-institutional (such as CUMG, SoM Dean's Office, and Department Clinical Finance) transfers of funds.
Conduct critical assessments of funding and resource requests in context of available resources, data infrastructure and uses.
Represent the Department leadership and/or Finance Manager at meetings as requested.
Reports & Reporting Tools:
Design and implement tools to ensure accurate and timely budget status reporting for each program (ie divisions, research projects, educational programs) to ensure compliant use of funds, oversee expenditures and revenue/budget projections, deficit management/reporting when required.
Develop, prepare, update and distribute comprehensive fiscal reporting for specified periods to Central Unit Leaders and Divisions Chief/Administrators.
Analyze trends and projections to provide regular budget and financial reports to Central Unit Leaders and Division chief/administrators when applicable to ensure budgets are in good standing.
Oversee and maintain the Department's UW Kenya budgets ($23K per year) by providing reports and supporting documents to associated personnel to facilitate decision making for expense approvals via UW's PurchasePath System.
On a quarterly and year end basis, create and report current and projected expenses to Divisions and Central Unit Leaders for the purpose of developing sound projection for budget.
Integrate data from the School of Medicine's, Measuring Expectations Through Enhanced Reporting (METER), and CUMG databases to provide comprehensive analysis and plans.
Audit & Compliance:
Develop and maintain department-specific policies and guidelines related to the management, oversight, and use of funds.
Actively oversee expenses, revenue and budget projections for UW-based resources including the R&T accounts, State Funding, WWAMI, Endowments, Royalties, RCR and Gifts within the Department to ensure compliance with spending policies.
Audit and analyze budgets (approximately 120 accounts) to ensure compliance and permissible use of funds.
Develop and implement corrective action when necessary.
Remain up to date on all administration standards, regulations, and practices to serve as resource and subject matter expert for the Department broadly.
Other duties as assigned.
MINIMUM QUALIFICATIONS Bachelor's Degree with major study in accounting, business administration, or related field and two years of work experience as a Fiscal Specialist II or Budget/Fiscal Analyst, or equivalent combination of education/experience.
Demonstrated knowledge of financial operations, funding source, policies and procedures including deficit reporting, budget development and analysis, fiscal and biennial year-end close and auditing.
Good understanding of financial concepts and general understanding of GAAP and Compliance standards.
Strong analytical, organizational and problem-solving skills required to work on a wide range of initiatives.
Excellent professional written and oral communication skills.
Ability to work independently with a high degree of reliability, accuracy and productivity.
Ability to work independently and as part of a team.
Advanced Excel background and experience working with other Microsoft Office software applications.
Equivalent education/experience will substitute for all minimum qualifications except where there are legal requirements such as license/certification/registration.
DESIRED QUALIFICATIONS Knowledge of UW, State, and various funding agencies' policies, procedures, and regulations.
Experience using UW Administrative systems such as MyFinancial Desktop (MyFD), Grant Tracker, Ariba and Workday.
Experience using Tableau.
Experience in healthcare administration.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
