Attorney-Advisor (Legislation)

This position is located within the Office of the Secretary of the Interior, Office of Congressional and Legislative Affairs (OCL), Office of the Legislative Counsel. The Office of Congressional and Legislative Affairs (OCL) has responsibility for the development and implementation of strategies to advance the Departments legislative initiatives and other interests relating to Congress. OCL articulates the Department's position on legislation proposed by Congress in testimony, statements for the record and views letters; facilitates the appearance of Department witnesses at congressional hearings; manages the interagency clearance of legislative proposals, post-hearing questions for the record, statutory reports and other Congressional correspondence in coordination with the Office of Management and Budget; coordinates the Department's responses to congressional committee oversight requests and other inquiries from individual Members and congressional staff; and leads the Senate confirmation process for Department nominees. The incumbent serves as an expert within the Department on legislative matters pertaining to programs and policies related to the Bureau of Reclamation, the United States Geological Survey, the Endangered Species Act, the Secretary's Indian Water Rights programs, and general, administrative-wide social policies; among other issues. Salary Information:
(GS-12) (Step 1 $86,335 - Step 10 $112,240) per annum. (GS-13) (Step 1 $102,663 - Step 10 $133,465) per annum. (GS-14) (Step 1 $121,316 - Step 10 $157,709) per annum First time hires to the Federal government normally start at the lower salary range of the grade level. As an attorney-advisor in the Office of Congressional and Legislative Affairs, your specific duties will include:
(1) Planning, coordinating, and facilitating a variety of legislative programs and operations of the Department's offices and bureaus; (2) Monitoring, analyzing and preparing reports on pending and proposed legislation, enrolled bills, statements of administration policy, presidential proclamations and executive orders (3) Providing advice and assistance to senior agency leadership in responding to Congressional interests; (4) Drafting and clearing proposed Departmental bills and testimony, including coordinating with the Office of Management and Budget, other Executive Branch agencies, and Congressional staff; (5) Serving as an expert within the Department on legislative matters pertaining to the programs and policies related to the Bureau of Reclamation, the Endangered Species Act, the United States Geological Survey, the Secretary's Indian Water Rights programs, among other issues. (6) Other duties as assigned.
Qualifications:
Basic Education Requirement:
You must be a graduate from a law school accredited by the American Bar Association. You must submit your transcripts (unofficial) from law school to verify education. Minimum Qualification Requirements:
Applicants must be law school graduates with LL.B. or J.D. degrees AND applicants must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. Applicants must also meet one of the following:
possess at least 1-year of professional legal experience following law school graduation; OR have a second professional law degree; OR meet any of the criteria indicated below:
(a) academic standing in top one-third of law school graduating class; (b) graduation with academic honors; (c) significant participation on the law school's law review; (d) significant participation in the law school's moot court competition; (e) significant participation in a clinical legal aid program; (f) significant summer law office clerk experience; or (g) other equivalent evidence of clearly superior achievement. In addition to meeting the basic qualification requirements described above, applicants must also have the following additional years of professional legal experience for the grade level indicated:
GS-12 Qualification Requirements You must meet the minimum requirements qualification requirements, AND be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar, AND have at least one (1) year of professional legal experience. Applicants applying to GS-12 must submit a proof of bar membership. GS-13 Qualification Requirements You must meet the minimum qualification requirements, AND be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar, AND have at least 2 years of professional legal experience. Applicants applying to GS-13 must submit a proof of bar membership. GS-14 Qualification Requirements You must meet the minimum qualification requirements, AND be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar, AND have at least 3.5 years of professional legal experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
