Appointment typePermanentWork scheduleFull-TimeDuties SummaryThis position is located on the Soil and Plant Science Division Staff under the Deputy Chief for Soil Science and Resource Assessment, National Headquarters, Natural Resources Conservation Service, in Washington, DC The incumbent provides analytical expertise to support several key agency program management functions with specific emphasis on data analysis using multiple sources and operational budgets.
ResponsibilitiesProvides senior-level expert data analysis as well as overall national management support for the Soil andPlant Science Division and the Soil Science and Resource Assessment Deputy Area.
Serves as a senior expert operational point of contact for the Soil Science and Resource AssessmentDeputy Area.
Works with Soil Science and Resource Assessment Leadership to ensure methodologies areapproved, transparent, and defensible.
Works with Directors and Program Managers to ensure data is populated with correct, up to date data and valid sources.
Evaluates operational budgets within the Soil and Plant Science Division, providing authoritative reportson a regular basis and as requested.
Serves as the senior Soil and Plant Science Division point of contact with the financial managementdivision on initiatives, grants, and agreements.
Prepares expert analysis to improve the efficiency and effectiveness of business planning and implementation, operations budget planning, and implementation for the Soil and Plant Science Division.
Provides expertise in improving processes, policies, systems, and procedures to ensure- efficient and effective program management activities for the organization.
Plans, implements, evaluates, and compares analyses of Soil and Plant Science Division program effectiveness and efficiency measurement activities.
Performs expert analyses and responds to requests through the chain-of-command.
Provides expert analysis that supports the streamlining of NRCS Programs and activities to improve theoverall efficiency and effectiveness of operations in the Soil and Plant Science Division.

Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (eg one year at the GS-12 grade level for consideration for the GS-13 grade level).
Specialized Experience, GS-12:
To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service.
Examples of specialized experience may include:
conducting studies, analyzing findings and making recommendations on substantive operating programs; preparing project papers and staff reports, delivering briefings to managers to encourage understanding and acceptance of findings and recommendations.
Specialized Experience, GS-13:
To qualify for the GS-13 level, you must possess at least one year of specialized experience equivalent to the GS-12 level or higher in Federal service, or comparable experience not gained through Federal service.
Examples of specialized experience include may include:
advising program managers, division directors, deputy chiefs, and others in NRCS, on assigned program regulations, and requirements.
Conducting cost benefit analysis, and economic analysis of natural resources.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
