As the IO Chief of Staff, the incumbent is the principal staff officer responsible for providing strategic policy implementation advice and counsel to the Assistant Secretary (A/S) and coordinating overall IO process efforts.
ResponsibilitiesServes as principal staff officer responsible for development, analysis, and implementation of critical and sensitive foreign policy, diplomacy, and strategic representation goals, objectives, plans, protocols, programs, priorities, decisions, and actions.
Authoritatively advises the A/S on strategies and methods for articulating and implementing departmental, and USG foreign policy goals, integrating goals with domestic policy initiatives, and facilitating favorable and effective relationships and communication with the Department of State, UN, the White House, and other agencies to effectively execute programmatic and representational responsibilities and effectively respond to global and national developments, crises, and events; ensuring implementation of policies and programs.
Is the point of contact for IO management and personnel for planning, managing and collaborating on all program initiatives, daily operations and interactions, and long-range agenda items.
Represents the A/S as the senior liaison at meetings with senior USG officials on critical program areas as a principal staff officer and technical authority.
Responsible to speak on behalf of the A/S on IO programs and lead efforts to develop and coordinate US contributions to multilateral efforts.
Cultivates and maintains close collaboration and coordination with the White House to ensure a meaningful interchange of communications, commonality of purpose and full integration of actions, and facilitates White House understanding with the needs of IO and the interrelationship of foreign policy, domestic priorities and programming.
Prepares authoritative program statements; edits, revises, and drafts policy statements.
Brings a wealth of knowledge of US foreign policy.
Analyzes and evaluates program operations; recommends new or modifying existing organizational structures for Front Office administrative clerical operations; creates systems and processes to streamline operations; advocates for projects and programs that cut across IO's organizational lines and existing lines of authority.
Provides leadership and direction for the planning, management, coordination, and effective and efficient staffing of all operations and activities in support of the IO Front Office.
Supervises a staff of secretaries and staff assistants on a day-to-day basis, as well as specialized staff on protocol, representation, and other matters as required.
Exercises responsibility for the following:
(1) plans the work to be accomplished by subordinates; (2) advises, counsels, and instructs employees; (3) evaluates work performance by subordinates; (4) assigns work to subordinates based on priorities; (5) interviews candidates for positions; (6) works towards resolution of employees complaints/grievances; (7) effects disciplinary measures; (8) identifies developmental and training needs; (9) finds ways to improve production or increase the quality of work directed; and (10) develops performance standards.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have the required experience or education as described below and meet any selective factors, when specified.
BASIC REQUIREMENTS:
Have a bachelor's or graduate degree from an accredited college or university in international law, international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have a bachelor's or graduate degree from an accredited college or university that included a combination of courses, with at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; OR Have 12 semester hours in one of the above disciplines and 12 semester hours in statistics / quantitative methods.
OR Have a combination of education and experience where your coursework was equivalent to a major, or a combination of related courses totaling at least 24 semester hours, (as shown above), PLUS appropriate relevant experience OR additional education.
OR Have completed at least 4 years of appropriate experience in one OR more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.

qualifying work experience may have been gained through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience providing assistance to subordinate staff on US policy priorities relative to department mission.
Experience representing a division or organization at meetings, conferences and events.
Experience providing advice to high level Department of State and/or US government officials.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
