This position serves as Human Resources Specialist with responsibility for providing the full range of position classification operational, analytical, and advisory services in support of the Bureau's mission.
ResponsibilitiesProvides position classification determinations and advises client bureaus and offices where there are significant alignment issues between the different General Schedule and Foreign Service classification systems.
Exercises delegated classification authority to develop and evaluate/certify position responsibilities for all actions.
Applies classification standards and supplemental guidance to determine title, series and grade up to the GS-15/FS-01 level.
Reviews requests for classification or reclassification of Civil Service positions above the GS-15 level and Foreign Service positions prior to being submitted to the appropriate Department level office for final classification approval.
Provides guidance to client activities in the Classification Appeal Process and the requirements for submission to higher authorities.

Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience utilizing position classification standards and evaluation guides to classify positions in the appropriate title, series, and determine the appropriate grade of a full range of positions in the Foreign Service and Civil Service; - Experience applying Fair Labor Standards Act (FLSA) regulations, policies, practices, and procedures to make appropriate determinations;- Experience researching and analyzing information to formulate recommendations and/or draw conclusions on complex position classification matters; and- Experience providing authoritative human resources management advisory services at all levels.
There is no substitute of education for specialized experience for the GS-13 position.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
