Training and Technical Assistance Program Specialist

Established by Congress in 1974, the Legal Services Corporation (LSC) is the countrys single largest funder of civil legal aid for low-income Americans.
LSC currently funds 132 independent nonprofit legal aid organizations with more than 800 offices throughout the nation.
LSCs mission is to promote equal access to justice and provide grants for high-quality civil legal assistance to low-income Americans.
Basic Function:
The Training and Technical Assistance Program Specialist is responsible for working closely with the Training and Technical Assistance Program Manager and the Training and Technical Assistance Program Analyst (TTA team) to implement the strategy and plan for the effective delivery of training and technical assistance to grantees of the Legal Services Corporation.
The Specialist is responsible for providing technical expertise to support the TTA team by helping to develop new e-learning courses as well as maintaining, curating, and updating existing e-learning courses as needed.
The Specialist also helps maintain electronic training materials, coordinates scheduling and logistics for training sessions as needed, and assists with program evaluations and assessments, offering general support to ensure an effective and robust training and technical assistance program.
Reports jointly to the Directors of the Office of Program Performance and the Office of Compliance and Enforcement or their designee.
This position is included in a collective bargaining unit represented by the International Federation of Professional & Technical Engineers, Local 135.
PRINCIPAL DUTIES AND
Responsibilities:
Assists the TTA team with the development and implementation of LSCs organizational training strategy and work plan.

Assists the TTA team with the development of training programs and materials, including creating curriculum plans using instructional design principles, and training outlines that identify how to develop the skills consistent with identified core competencies and LSC grantees needs.
3.
Makes recommendations on the best format/platform for delivery of the training objectives.
4.
Supports the TTA team in the development and delivery of computer-based, internet/intranet/network-based training and other distance learning products for adult professional training programs.
5.
Under the guidance and direction of the TTA Program Manager and TTA Program Analyst, develops, designs, implements, and evaluates LSCs Learning Management System platform.
6.
Assists with the research to identify subject matter experts and stays current with best practices for instructional design and delivery platforms/systems.
7.
Authors e-learning content and modules for LSC grantees and internal capacity building in Adobe Captive or a similar e-learning application.
This includes developing storyboards and scripts and uploading and configuring learning content in LSCs learning management system.
8.
Updates and maintains electronic training materials in collaboration with the TTA team, which may include integrating and enhancing existing instructional materials for republishing or creating updated presentations and courses.
9.
Assists with conducting assessments/evaluations of web-based training platforms.
10.
Assists with creating master training schedule and is responsible for all logistics for each training session, including notifying participants of each session, and delivering/making available electronically training materials.
11.
Coordinates and manages online training registration system and session registrations.
12.
Provides general administrative assistance and support to maintain operations and project timelines.
13.
Assists with creating and delivering course evaluation(feedback) questionnaires following training courses and analyzes results for periodic reporting.
14.
Performs other related duties as assigned.

Technical/Specialized:
A bachelors degree in education, instructional design, or a closely related field in training development and a minimum of three years experience or any combination of education and relevant experience totaling at least six years.
Knowledge of and experience with best practices in adult education, instructional design, and curriculum design.
Experience with multiple Learning Management Systems (eg, Connect, Moodle, or related product to produce live virtual training), including developing online training courses using Adobe Captivate with experience with Adobe Captivate 7 or newer preferred.
An understanding of how to produce Shareable Content Object Reference Model compliant e-learning content.
Strong experience in instructional design and organizing program content.
Experience delivering trainings and providing technical support prior to and/or during training sessions.
Ability to work with diverse staff and grantees with different ability levels and learning styles.
Strong skills and experience with using advanced technology in training or teaching, including e-learning technology and technology that enhances the delivery of in-person training.
Project management experience.
Good working knowledge and experience with tools such as Adobe Articulate, Adobe eLearning Suite, Adobe Connect, and MS Office Suite applications.
Familiarity with ADDIE model, Blooms Taxonomy, Kirkpatrick, SCORM, and 508 compliance a plus.

$66,127 - $74,481LSC has a competitive market-based salary structure that establishes a specific salary range for this position.
The salary range has eight pay levels separated by seven steps.
An employee must wait two years to advance in Steps 1 through 4.
New hires begin at Step 1.
