SUMMARYThe Battlespace Awareness (BA) Capability Portfolio Management (CPM) Support - Senior Strategic Guidance Analyst will support missions by providing national-level military intelligence products and future capability development analysis.
Capitalizing on intelligence, surveillance, and reconnaissance (ISR) experience and expertise, ensure current and future Department of Defense (DoD) and Intelligence Community (IC) capabilities support warfighter BA requirements as well as support analysis and assessments to develop and enhance the capability portfolio and provide recommendations to improve the effectiveness of capabilities and portfolio management.
ESSENTIAL DUTIES AND RESPONSIBILITIES Support Joint Staff / J28 and Deputy Directorate for Battlespace Awareness (BA) missions by providing Secretary of Defense (SecDef), Chairman, Joint Chiefs of Staff (CJCS), Combatant Commanders, and the Joint Staff (JS) with national-level military intelligence products and future capability development analysis.
Capitalize on intelligence, surveillance, and reconnaissance (ISR) experience and expertise, ensure current and future Department of Defense (DoD) and Intelligence Community (IC) capabilities support warfighter BA requirements.
CPM personnel will help the BA Functional Capabilities Board (BA FCB) with analysis and assessments to develop and enhance the BA capability portfolio and provide recommendations to improve BA capabilities and portfolio management effectiveness.
Provide analysis in writing and/or briefs at the Executive-level to Senior Leadership.
Provides Subject Matter Expertise (SME) level support to the JS/J281 Capability Portfolio Management Branch and the Joint Staff requirements processes.
Analyze current ISR capability and capacity to make defendable capability recommendations to the Joint Requirements Oversight Council (JROC).
Review JCIDS, Defense Acquisition System (DAS), and Planning, Programming, Budgeting, and Execution (PPBE) documentation and identify impacts to programs within or impacting the DoD.
Assess and analyze JCIDS, IC Capability Requirements (ICCR), and other programmatic documents to provide validated recommendations on CCMD, Service, and Combat Support Agencies (CSA) identified capability requirements and program decisions.
Advise leadership and customers on statutes, regulations, directives, procedures, congressional appropriations, and mitigation strategies impacting validated joint warfighter capability requirements.
Review Service, Joint, and Agency requirements, policies, Concepts of Operations (CONOPS), standards, and business processes to impact JS J2 equities, the IC, and operational users.
Support JS Directorates in various DoD and IC communities of interest (COIs) meetings or forums, matching requirements and capability needs to documented ISR capability deficiencies.
Support resolution of Joint Staff Action Packages (JSAPs), DIA electronic tasks (tasks), and other taskings as required.
Conduct research of Capability Based Assessments (CBAs), Analysis of Alternatives (AoAs), and JCIDS documentation for adherence to various processes.
Provide assessments on Joint Urgent Operational Need Statements and Joint Emergent Operational Need Statements (JUON/JEONs) articulated by combatant commands (CCMDs), Services (ie, Army, Navy, Air Force, and Marine Corps), Combat Support Agencies (CSAs), and operational commanders.
Assess assigned BA capability portfolio programs and provide recommendations to improve the efficiency and effectiveness of BA Capability Portfolio Management.
Perform staff support utilizing SME knowledge, developing correspondence, coordinating meetings/briefings, and writing and editing research material at the executive level.
Provide technical expertise to the JS/J282 Programming and Assessments Division.
Analyze Joint and combined DOD information system capabilities and make recommendations on integrating them with IC and Defense Intelligence Enterprise (DIE) systems.
Assess potential ways to mitigate validated gaps to inform investment recommendations to the Joint Requirements Oversight Council (JROC).
Brief and advise senior leaders, managers, and individual staff members on areas of expertise to inform recommendations and decisions.
Analyze and assess BA capability portfolio programs and provide recommendations to improve BA's efficiency and effectiveness.

Review Service, Joint, and Agency requirements, policies, Concepts of Operations (CONOPS), standards, and business processes for impact on JS J2 equities, the IC, and operational users.
Prepare responses for government release within assigned portfolio.
Support internal/external assessments of DIE requirements to include integration and interoperability goals and objectives.
Support JS Directorates in various DOD and IC communities of interest (COIs) or forums matching requirements and capability needs to documented ISR gaps and deficiencies.
Identify, track, and monitor BA portfolio programs and provide recommendations to improve BA's efficiency and effectiveness.

SUPERVISORY/MANAGEMENT AUTHORITYThis position will not have supervisory or management authority.
EDUCATION AND EXPERIENCEBachelors of Science degree in a technical field is required.
Minimum ten (10) years of related experience working in either the IC, DOD, or military service is required.
Must have in-depth knowledge of the IC and DOD Intelligence Community writ large.
Conduct an objective strategic analysis of IC capabilities and provide executive-level in-depth programmatic advice and policy guidance.
Conducted research and analysis of Capability Based Assessments, Joint Capability Areas, Chairman's Net Assessments, Joint Force Net Assessments, Competitive Area Studies, and/or JCIDS Analysis of Alternatives.
Demonstrated expertise and operational experience in CCMDs and Military Services requirements and assessments analysis to include developing, planning, executing, and assessing capabilities.
Demonstrated critical thinking ability to develop solutions for ISR problem sets related to current and future ISR capabilities.
Working-level knowledge of Chairman of the Joint Chiefs of Staff Instruction (CJCSI) 5123.
