Supervisory Contract Specialist

Serves as a Supervisory Contract Specialist, Director of Business Planning and Strategy/Chief Contracting Officer within BARDA and is a part of the overall ASPR contract program. Provides expert advice to the ASPR and BARDA Director. Serves as a Division Chief, Chief Contracting Officer, negotiator and project coordinator responsible for the pre-award and post award contracting function involving highly specialized procurements of significance and sensitivity in support of the development and acquisition of medical countermeasures. Establishes published guidelines for use of staff and program offices, setting forth procurement lead-times for each type of requirement handled. Achieves the objectives of the ASPR by directing, coordinating, integrating and guiding the work of others into a completed work product. Conducts continuous surveillance and evaluation of the procurement program to assure that functions, goals, priorities and procedures of the program are being met. Applicants must demonstrate that they meet the Basic AND Specialized Experience requirements as noted below. Basic Requirement:
You must meet one of the items listed below (A and B, or C):
A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. Note:
Your supporting documents, including resume must support your claim. AND B. Have obtained a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Note:

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Note:

You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service that includes the following:
Developing contractual strategies for project acquisitions that meets the needs of acquiring medical countermeasures; Managing the deployment of materials and/or information technology needed to support contract operations; Overseeing the establishment of annual, multiyear and/or long-range work plans; and Providing administrative and technical supervision to subordinate staff. Experience refers to paid and unpaid experience, including volunteer work done through national Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. All qualification requirements must be met by the closing date of the announcement.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
