DUTIES AND
Responsibilities:
The incumbent will conduct analyses and performance metrics to provide a predictive outcome, using modeling and simulation, of potential Servicemember transition and economic development policies prior to their implementation. Develops and directs the development of project plans to meet objectives and monitors milestones for progress toward achievement of approved objectives. Responsible for the administration and/or oversight of Office of Transition and Economic Development programs (Transition Assistance Program, VA Solid Start, and/or Personalized Career Planning and Guidance) including quality controls, training, legislative and regulatory changes, product development, and oversight. Oversees the strategic planning for the programs, including the development of program outcomes, measures and goals, measurement of program performance. Manage planning, sustainment, and performance assessment activities of OTED, to include review and analysis of the various Servicemember transition and economic development resources, internal and external benefits programs, websites, and/or other related outcome measures for transitioning Servicemembers, Veterans and their families. Carries out the execution of Project Management Body of Knowledge principles (PMBOK) in order to ensure OTED Program Management Division timely, accurate and efficient submission of correspondences to executive-level leadership (Congressionals, talking points, executive summaries, PowerPoint presentation, etc.). Serves as first-level approving official, drafts and coordinates correspondences/products assigned which include talking points, memoranda, briefings, presentations, strategic planning events, mandatory reports, as well as staff actions and taskings. Oversee staff actions and tasking to meet external deadlines, conforming to Department standards for correspondence, and applying sound logic and professional expertise to develop and communicate recommendations and advice. Plans, supervises, directs, and evaluates work of subordinates. Develops performance standards and evaluates work performance of subordinates. Provides technical and administrative supervision to employees. Provides advice, guidance, and administrative control for the office and assigned members through counseling or instruction on initiatives and recommend action on the more serious problems. Independently exercises all aspects of personnel management inherent in the position, to include responsibility for improvement of employee promotion and/or reassignment; training and performance evaluation, planning, organizing, assigning; and reviewing team and individual task actions. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
experience in Servicemember transition, i.e. Transition Assistance Program (TAP) and/or economic program policy or program implementation experience; and experience that demonstrates congressional liaison and program management (i.e. use of Project Management Body of Knowledge (PMBOK) to be successful in this role. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
Work is primarily sedentary, but involves use of personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, Veterans files and similar items. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
