Administrative Officer

Responsible for human resource management including monitoring performance appraisals, personnel actions, recruitment, and liaison with office of human resources. Establishes and maintains accountability records for funds control and manages multiple Federal, Trust, Gift, Grant, and Discretionary funds, including routine reconciliation and preparation of complex financial reports, serving as funds manager, and assuming delegation for financial management and administrative control in the director's absence. Manages daily operating budget, tracks obligations and expenditures, reviews procurement requests, maintains financial data in ERP, and analyzes and recommends budget adjustments. Serves as fiscal manager for office requests and reviews travel authorizations and vouchers using the Concur system. Advises the director and program staff on statements of work, contracting and procurement policies. Initiates contracts, purchase orders, and ensures invoices are paid. Serves as Property Custodian for with responsibility for annual inventories and ensuring all accountable property is received, tagged, and accounted for. Experience Applicants must have one year of specialized experience (Federal or other) at the GS-12 level that closely relates to the duties of the position. The specialized experience includes carrying out administrative functions for an office or an organization related to budget activities, personnel actions, procurement, travel, and time and attendance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
