WHAT DOES A MANAGEMENT PROGRAM ANALYST DO? The incumbent serves as a Project Manager responsible for accomplishing major analytical studies and/or projects relating to substantive, mission-oriented programs of the Internal Revenue Service. The assignments are usually carried out on behalf of the Chief of Staff within the Equity, Diversity, and Inclusion organization and involve complex programs, systems, or issues that are Servicewide in scope. In addition, the incumbent will serve as the primary contact for open audits in EDI and manage EDI inventory of GAO/TIGTA research projects and other open audits. They will coordinate audit work with pertinent functions within and outside of EDI. The incumbent will develop communication plans considering such items as specific topics or aspects to emphasize, the most effective media to use in communicating with intended audiences, and the kind of information needed to share with various stakeholders. The incumbent independently analyzes, revises, and/or rewrites communications materials to improve written presentation in terms of logical development of ideas and concepts, the reading and knowledge level of the intended audience, the method of expression, and the overall quality of writing. The incumbent tailors the material to meet the requirements of the specialized audience. As a Management and Program Analyst you will:
Major duties include, but not limited to serving as EDU Audit Lead and Communications Lead. Meet with managers and executives within the Service to define the overall goals and objectives of the project. Prepare complex action plans and schedules for various phases of project accomplishment, both short and long-range; ensures that plans are consistent with Service goals, schedules, and policies. Prepare recommendations for resource requirements to accomplish the project; negotiates with managers of various components of the Service to obtain needed resources and support. Plan, coordinates and establish operating methods and procedures for accomplishment of project mission; as needed, directs the development and accomplishment of employee training relating to the project. Establish a system to review, control, and report on project status; Monitors project status and adjusts work plans for project accomplishment. Conduct in-depth analyses of project data, requirements, and impact; identify problem areas and determine how to resolve them; Prepare agency directives, IRM issuances, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the project. Conduct briefings and prepare comprehensive reports to keep managers and executives advised of project plans and progress and to communicate findings and recommendations. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes:
Experience must be sufficient to demonstrate an expert knowledge, accomplishment, and the ability to lead major project assignments that required a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude. You must also demonstrate a comprehensive knowledge through experience and application, of a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; knowledge of management principles and processes to perform project management duties to effectively coordinate and integrate project objectives and recommendations with key line and/or staff functions of the Service; and the ability to communicate effectively both orally and in writing.- The experience may have been gained in the public sector, private sector or Volunteer Service. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
