Program Analyst

As a Program Analyst GS-0343-13/14, your typical work assignments may include the following under supervision:
1. Provide program and analytical support in support of School Operations' financial management and accounting activities - undertaking a variety of organizational reviews and process assignments supporting Bureau of Indian Education's organizational priorities and goals. 2. Monitor program activities and monitor program staff compliance for efficient management and distribution of resources. 3. Prepare project plans and methodologies to analyze mission, organizations, and functions, staffing methods, organizational structure, work methods, processes, procedures and related criteria. 4. Collaborate with senior internal and external management officials, and routinely include conducting analysis of appropriations and resource processes. 5. Review accounting and finance operations and gather or collect key data budget requirements, examine organizational-wide costs, including payroll, fixed costs, and inter-agency agreements. 6. Develop process management models and procedures, conducing complex process management/program analyses to identify organizational inefficiencies, duplicities, and streamlines processes to eliminate redundancies and develops performance measures to ensure processes meet valid administrative and program requirements. 7. Communicate with program managers and School Operations staff to gather, collect, and analyze programmatic information for current year and out-year accounting, finance, and budget requirements. SPECIALIZED
Experience:
Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. For the GS-13:
at least 1 year of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing a variety of assignments involving:
applying a broad understanding of agency or bureau-level federal financial systems (FBMS) experience combined with accounting, requisition, procurement, grant-making, and/or information technology systems in order to collaborate with internal and external stakeholders in managing new or existing program requirements. For the GS-14:
at least 1 year of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing a variety of assignments involving:
collaborate with internal and external stakeholders in managing new or existing program requirements; resources and accountability; performing higher (bureau-level) programmatic duties and presenting information or analysis and recommendations before higher organizational management levels; additional demonstrated application of federal budget guidelines to program duties of technical experience in interpreting and applying guidelines to complex programmatic or project assignments. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements:
Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
