Supervisory Human Resources Specialist (Deputy Chief of HR Staff Operations)

The incumbent of this position serves as the Deputy for the Human Resources (HR) Staff Operations Team. The position is located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Office of Talent Management (OTM) and reports to the Assistant Director, Human Resources Operations of OTM. The incumbent serves as a trusted advisor and consultant to VBA's corporate level leadership concerning all Human Capital Operations matters. Position responsibilities include policy development, planning, directing, implementation, compliance, and oversight of all aspects of federal and VA HR Human Capital requirements and programs. The Deputy for the Human Resources Staff Operations' Team serves as a VBA subject matter expert in Human Capital Operational disciplines and is expected to represent VBA on internal and external workgroups that have HR Operational implications. The incumbent's influence in this subject area is substantial, in that it provides Human Capital Operations direction and program oversight VBA wide. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
Applicants must have one year of specialized experience equivalent to the next lower grade level in the normal line of progression for the occupation in the organization. Candidates must have experience with HR management, concepts, laws, rules, principles, regulations, and practices of HR programs. Experience in policy development, planning, directing, implementation, compliance, and oversight of all aspects of federal and VA HR Human Capital requirements and programs. Experience supervising a subordinate staff that performs staffing and placement, employee benefits and retirement, position management and classification and compensation management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
