Industry Analyst

As an Industry Analyst, you will be responsible for:
Reviewing and analyzing, with immediate and continuing technical supervisory guidance, applications for licenses filed by Ocean Transportation Intermediaries (OTI), which include investigation of applicants/qualifying individuals with regard to financial responsibility and business practices; Providing technical support of the following functions and activities:
Providing advice or guidance to the general public about program related issues including troubleshooting technical issues; establishing and maintaining relationships with various customers and stakeholders; processing applications in a primarily paperless environment; and utilizing applications such as Microsoft Excel, Microsoft PowerPoint, and Microsoft Word to prepare, review documents, and manage application work load. You must meet the following requirements by the closing date of this announcement:
A. At least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 level in the Federal service and which provided the knowledge, skills and abilities required to perform the duties of this position. Specialized experience may have been demonstrated by drafting written recommendations based on analyzing various documents such as interviews, questionnaires, corporate and legal documents, and/or publicly available information; conducting reviews of routine or standard professional or tradesman license applications; providing program-related assistance to the general public about program related matters and troubleshooting technical issues with online systems. OR B. A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement. OR C. Some specialized experience as described in A but less than one year, and have more than one year but less than two years of education as described in B. You have computed the percentage of these requirements that you meet, and the total is at least 100%. (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond first year by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
