HR Specialist (Recruitment/Classification)

The Civil Rights Division is seeking a Human Resources Specialists to provide services in Recruitment and Classification related program areas. The successful candidate will provide human resources advisory, consultation services, and operating support to the Division. In this capacity, the incumbent will:
Provide guidance and direction to applicants, employees, supervisors, and managers in the development of solutions to problems dealing with recruitment and position classification. Cultivate and maintain consultative relationship with these individuals to develop strategies and interventions. Coordinate recruitment efforts and advise managers of alternate hiring methods to ensure staffing goals are met. Provide information and recommendations on competitive and excepted service appointing authorities, use of career ladders, compensation, merit promotion, and delegated examining procedures. Conduct job analyses and develop appropriate assessment tools to identify the best qualified candidates for positions advertised. Create vacancy announcements utilizing USA Staffing, a web-based hiring management system. This will include:
building vacancy announcements, creating and editing templates, and modifying vacancy position information. Develop assessment questionnaires, build new and edit existing questions and assign appropriate weights to questions developed based on grade and series. Utilize the automated system to track items, email applicants, and close-out case files in accordance with merit staffing and delegated examining procedures. Prior to posting vacancy announcement, consult with hiring officials to discuss any special hiring authorities which may be utilized to fill desired position. Make qualifications determinations and upon completion, rate and rank applicants for referral to the selecting official. Ensure the technical accuracy and adequacy of all personnel action requests affecting new hires and employee changes within assigned organizations, including reviewing actions to determine nature of action and applicable regulations/procedures involved. Prepare and review positions and/or job descriptions, conduct desk audits, write reports of findings, and prepare evaluations as required. Provide advice and guidance to management on the position evaluation and classification process, including developing position descriptions and communicating grade distinctions. Conduct position management reviews, including completion of desk audits, preparing reports of findings and providing recommendations to management. Performs other duties, as assigned. To qualify at the GS-11 grade level, candidates must have:
A.) 12 months (one full year) of specialized experience equivalent to at least the GS-9 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes, but is not limited to, applying methods, principles, and practices used in the staffing, classification, personnel actions, recruitment and placement process; preparing vacancy announcements; determining eligibility and qualifications of applicants; coding or reviewing personnel actions; responding to HR-related inquiries from customers; utilizing automated staffing systems such as USA Staffing, Monster, QuickHire, Avue, LinkedIn, Indeed, or other similar systems; providing advice and guidance to colleagues and managers in the area of classification; applying classification standards to develop and revise position descriptions (PDs); researching and conducting thorough analysis of positions and making determinations on the allocation of grade levels to positions using classification job grading standards, desk/telephone audits, and information obtained through research. OR B.) Qualifying based on education alone:
Education may be substituted for specialized experience with a Ph.D. (or equivalent graduate degree), 3 full years (54 semester hours) of progressively higher level graduate education leading to a degree in Human Resources, Business, Organizational Management, or Leadership, or LL.M (if related). Experience:
A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note:
For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours. To qualify at the GS-12 grade level, candidates must have 12 months (one full year) of specialized experience equivalent to at least the GS-11 grade level in the Federal service or other pay system. Examples of specialized experience include:
providing human resources advisory services to employees and managers regarding staffing and recruitment, classification and position management; preparing vacancy announcements, conducting job analysis and developing assessment questionnaires; determining eligibility and qualifications of applicants; coding or reviewing the full range of personnel actions; responding to HR-related inquiries from customers; utilize automated staffing systems such as USA Staffing, Monster, QuickHire, Avue, LinkedIn, Indeed, or other similar systems; providing expert advice and guidance to colleagues and managers in the area of classification; advising managers on sound position management; researching and conducting thorough analysis of positions and making final independent determinations on the allocation of grade levels to positions using classification job grading standards, desk/telephone audits, and information obtained through research. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and is typically in or related to the work of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME-IN-GRADE REQUIREMENTS:
If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet Time-in-Grade requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement. (You must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
