PROGRAM OFFICER - SVP PROGRAM ON CHINA AND TRANSFORMATIONAL EXPORTS

The Senior Vice President, Program on China and Transformational Exports (SVP) leads EXIM's new Program, which has been underway since December 2019. The incumbent of this position serves as a senior executive officer within the Office of the Chairman reporting to the President and Chairman of the Board of Directors of EXIM (Chairman), with a dotted-line relationship to the Chief Banking Officer who provides guidance, insight, and action on EXIM's business development efforts, potential projects, and deal flow that further the Program's Congressional mandate. The SVP should be experienced in and knowledgeable about China/PRC/Communist Party of China/Belt and Road/China 2025 and U.S. economic and business issues and national security and be able to leverage government and other resources in both areas. This position will provide executive leadership, direction and oversight for the Program. At the full performance level, duties include, but are not limited to:
At the direction of the Chairman and in accordance with all laws, the SVP leads all aspects of the Program, including the following:
continue establishing and lead Program goals and criteria for success; implement and adhere to Program terms, policies, and procedures; oversee Program budget; build consensus among ex officio Board Member agencies and interagency partners, including Commerce, USTR, Treasury, State (including diplomatic posts), DFC, MCC, USAID, USTDA, SBA, Energy, HHS, USDA, DOD, the intelligence community, NEC, NSC, and OMB, among others. Brief and consult Congress; fulfill all Congressional mandates; engage with external stakeholders and foreign counterparts; work cross-collaboratively with EXIM leadership; coordinate with Chairman, Chief Banking Officer, and EXIM staff to identify and attract prospective Program-related transactions; and lead communication efforts to build external awareness of the Program. The work requires the ability to make decisions, mature judgment in resolving problems, and the ability to work effectively with senior career, non-career management, federal government, EXIM's various advisory committees and subcommittees, Congress, and officials worldwide, as well as the business and financial institution stakeholders. The incumbent is responsible for assisting EXIM's leadership in keeping America strong by empowering U.S. businesses and workers to compete successfully against entities backed by the PRC. The SVP engages with and provides strategic guidance to the Chairman and senior EXIM leadership on competition with the PRC and U.S. economic security, and undertakes efforts to advance the United States' economic security and comparative leadership in the world by continuing to develop and implement the Program to competes with the PRC and promotes U.S. transformational exports of U.S. goods and services. The incumbent is responsible for ensuring the establishment of the Congressional mandate pursuant to EXIM's 2019 reauthorization (Pub. L. No. 116-94), is to support the extension of export credit loans, guarantees, and insurance that are fully competitive, to the extent practicable, with those provided by the PRC and to promote U.S. transformational exports to enhance the comparative leadership of the U.S. in various technology areas key to long-term prosperity and security. There are two categories of transactions that fall under the Program. The first involves those transactions that are fully competitive, to the extent practicable, with the aggressive financing solutions provided by the PRC. These transactions could occur in any industry and in any geographic region of the world. The incumbent is responsible for ensuring sourcing and/or development of these transactions wherever they occur. In the second category of transactions, the incumbent will establish, implement and lead all aspects of the Program to compete with the PRC export efforts in various highly sensitive technology industries, including the following:
artificial intelligence; biotechnology; biomedical sciences; wireless communications equipment (including 5G or subsequent wireless technologies); quantum computing; renewable energy, energy efficient, and energy storage; semiconductor and semiconductor machinery manufacturing; emerging financial technologies, including technologies that facilitate (1) financial inclusion through increased access to capital and financial services, (2) data security and privacy, (3) payments, the transfer of funds, and associated messaging services and (4) efforts to combat money laundering and the financing of terrorism; water treatment and sanitation, including technologies and infrastructure to reduce contaminants and improve water quality; high performance computing; and associated services necessary for use in any of the foregoing exports. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):

MTQ 1 - An incumbent with exceptional managerial ability, strategic planning experience, and proven track record of creating, leading, growing, assessing, and evaluating teams. MTQ 2 - Possess broad background demonstrating knowledge of, credibility on, and experience with China/PRC/Communist Party of China/Belt and Road/China 2025-related issues, established networks of U.S. and international leaders on issues relevant to the Program, and/or understanding of EXIM/export credit agency issues, economics, project finance, banking, performance-based management, international relations, foreign policy, and national security. MTQ 3 - Ability to identify and build partnerships in order to address areas of economic, technology, and other transformational export sectors mandated by Congress. MTQ 4 - The ability to make executive decisions and communicate effectively in advising the Chairman, Chief Banking Officer, and Cabinet- and other high-level officials on the Program mission, the types of financing solutions offered by EXIM, the rationale for the Program and the overall development of the transformational export sectors mandated by Congress. MTQ 5 - Experience leading, managing, or coordinating programs including economic and business issues and economic and national security matters, as well as leveraging government and other resources in these areas. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
