HR Specialist

Job Description Job Summary This position is in the Office of Human Capital and Talent Management (HCTM), Foreign Service Center (FSC), Recruitment and Onboarding Division.
The Recruitment and Onboarding Division is responsible for recruitment, pre-employment actions, onboarding, orientation and support to Foreign Service Personnel in order to ensure that the Agency maintains a competent core Foreign Service workforce.
ROD is also responsible for Recruitment and Relocation incentives, administrative promotions, scheduling of training, Within-Grade-Increases, and all other personnel actions up to and including transfer to the first posting for newly hired Foreign Service Officers.
The ROD works together with the HCTM Center for Workforce Planning, Policy and Systems Management (PPSM) to develop and report on hiring targets; and with the HCTM/FSC/Assignments and Career Counselors (ACCs) and Backstop Coordinators (BSCs) to manage hiring panels, initial Washington placement and first overseas assignments of Career Candidate Corps (C3) officers.
The ROD works with the Payne Fellowship program to provide support to newly selected Fellows.
The ROD maintains reports on all phases of the hiring process and is responsible for the development of policies and procedures relating to the division's responsibilities.

Essential Functions and Responsibilities Foreign Service External Recruitment 10% Responsible for the full range of Foreign Service external placement and recruitment duties for the agency for which proactive recruiting strategies are needed.
Positions include hard-to-fill and shortage categories, senior level positions, or highly visible or sensitive positions.
Coordinates with the HCTM Office of External Outreach and Strategic Recruitment (XOSR) to participate in recruitment events.
Participates in recruiting outreach by representing USAID at job fairs and at meetings of targeted community groups.
Participates in virtual job fairs.
Attends regularly scheduled meetings, discussions, and periodic conferences regarding area(s) of specialization and explains and/or justifies HCTM's policies.
Liaises with HCTM Office of Civil Rights Division and the Office of the General Counsel to address diversity and legal questions related to recruitment, pre-deployment, and onboarding.
Responds to Freedom of Information Act requests or other requests for information related to the hiring process in coordination with the Office of the General Counsel.
Foreign Service Recruitment Planning and Strategies 10% Identifies and addresses complex human capital issues related to the Foreign Service recruitment and placement objectives, processes, techniques, and methodologies.
Applies new approaches to resolving complex issues, such as filling shortage category positions or positions undergoing rapid technological changes.
Works with other sections of the FSC and HCTM, including the Administrative Management Staff (AMS), to coordinate ROD activities.
Establishes long and short-term objectives that are designed to support the accomplishment of USAID FS goals, initiatives, and priorities.
Researches individual issues, recommends actions to management, and follows through to ensure decisions are carried out as indicated.
Develops and delivers status/staff reports and correspondence on a variety of FS matters.
Management of Foreign Service Recruitment 20% Coordinates with HCTM/PPSM to identify annual hiring targets in accordance with the Agency Workforce Planning Model.
Provides hiring data on an ongoing basis in support of the Workforce Planning Model.
Coordinates with Backstop Coordinators to update recruitment criteria.
Works with ACCs and BSCs to ensure solicitation wording reflects current agency priorities and the priorities of the backstop (technical area of expertise).
Ensures solicitations comply with current regulations and Office of Personnel Management guidance on recruitment.
Directs and provides guidance to HR Assistants to post vacancy solicitations.
Responds to technical questions of applicants that are beyond the capacity of HR Assistants to answer.
Coordinates with Backstop Coordinators to form Technical Review Panels (TRPs) to review applications.
Provides guidance and training to panels.
Ensures HR Assistants have compiled appropriate documents from TRP members.
Reviews submissions of TRPs for compliance with guidance and confirms all actions are completed including any related online documentation.
Coordinates with Backstop Coordinators to form Technical Selection Panels (TSPs) to interview candidates.
Coordinates with the Office of General Counsel and the Office of Civil Rights and Diversity (OCRD) to provide required briefings and training to panel members.
Ensures HR Assistants have gathered required documents from TSP members and have arranged for clearance of panel members.
Coordinates or ensures coordination of appropriate support for TSPs (scheduling of space, proctors, escorts, HCTM representatives).
Serves as HCTM Facilitator as needed.
Provides training and guidance to TSPs.
Coordinates with HCTM/Center for Professional Development (CPD) to provide input into the CPD budget for language testing required to support recruitment.
Ensures HR Assistants have scheduled space requirements and have provided candidate information to the Travel Specialist to schedule travel of candidates.
Conducts Webinars and answers questions for candidates during the selection process.
Ensures the compilation of TSP documents, maintains the integrity of the process, and ensures that supporting documents are archived.
Management of Pre-Employment Activities 20% Manages the entire pre-deployment process with candidates.
Instructs candidates on the Agency requirements including security clearance, medical clearance, receipt of official transcripts and salary negotiation.
Provides guidance and answers questions that are beyond the scope of HR Assistants.
Researches answers as needed.
Coordinates with USAID Office of Security and the Department of State Bureau of Medical Services.
Directs the work of HR Assistants in compiling required forms from candidates.
Provides guidance and instruction in the salary negotiation process.
Reviews the salary worksheet prepared by HR Assistants.
Provides guidance and instruction in preparation of Service Computation Dates for annual leave and retirement.
Management of Onboarding Activities 20% Manages or directs the management of the activities required to onboard new employees.
Requires in-depth knowledge of various government systems to create new positions and enter required data to ensure new employees are onboarded with all appropriate benefits and are paid in a timely manner.
Provides in-depth advice and guidance to employees on issues related to retirement benefits, Federal Employees Health Benefits (FEHB) and Federal Employees Group Life Insurance (FEGLI) Programs.
Issues are complicated by various eligibility determinations or by other concerns, such as pre-existing health conditions, underage beneficiaries, trusts, court-ordered coverage, divorces, validity of marriages, or distribution of property.
Advises employees on eligibility and requirements for enrolling in the Federal Employees Health Benefits Program.
Advises employees on eligibility and options for enrolling in the Federal Employees' Group Life Insurance Program.
Counsels or advises individual FS employees on sensitive or serious problems related to health or life insurance coverage.
The issues require special coordination and/or confidentiality and are complicated by various complex eligibility determinations or by the highly personal and sensitive nature of the issues, such as long-term care needs, terminal Illnesses, or dependent parents.
Assists managers or senior specialists in making proper referrals to external resources for employees with sensitive or serious problems that are directly related to health and life insurance programs or Issues.
Provides in depth eligibility information for applicable benefits and allowances and circumstances governing effective dates, life events, terminations, travel, storage and conversions.
May conduct training and orientation briefings for employees on health and life insurance benefits and applicable foreign service related allowances and benefits.
Foreign Service Assignment Advisory Services 20% Provides managers and employees with information and interpretations of the agency's Foreign Service assignment procedures, practices, policies, and guidelines, when the issues addressed require substantial interpretation and there is potential for controversy.
Provides support to newly assigned officers to complete the full range of required personnel actions during their initial period of training in Washington (normally 12-18 months) up to and including foreign language training transfer to their initial overseas assignment.
Tracks and completes administrative promotion actions and/or within-grade increases (including verification of satisfactory performance).
Provides expert, consultative and technical advisory services to managers and Foreign Service employees on issues relating to their initial overseas assignments.
Reviews recruitment and placement actions and provides guidance on difficult issues, such as whether the office met and documented all of the requirement in the execution of a specific appointment authority for foreign service.
Uses all agency designated systems to provide managers and Foreign Service employees with advice and guidance.
Provides expert advice to employees and managers regarding the Agency's Foreign Language Program.
Consults with HCTM/CPD to determine length of foreign language training needed for employees to comply with overseas assignments.

Legal research methods, information-gathering techniques, and analytical skill sufficient to locate, interpret, and analyze for applicability and appropriateness, precedent and substantive decisions and/or legal opinions that various courts and administrative bodies have rendered.
Ability to work under deadline pressure, handle stress and deliver professional results.
Long hours and weekends may be required to meet deliverables.
Strong written and oral communication skills, organizational skills, and attention to detail.
Self-motivated with minimal oversight.
Computer skills including Microsoft Word, Excel, PowerPoint, and Outlook.
Some travel may be required.
Must have authorization to work in the United States as defined by the Immigration Reform Act of 1986.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
