Duties Help Duties Summary This position serves a key roll in The Inter-American Foundation (IAF) as a procurement lead/management analyst.
The incumbent will lead agency-wide analytical and evaluative studies and projects involving complex administrative operations and serves as a senior procurement analyst with responsibility for the management and oversight of the most complex and involved agency contracts.
Learn more about this agency Responsibilities Serves as a senior Contract Officer Representative (COR) providing technical and administrative leadership on assigned agency-wide and specialized contracts including personal service contracts, service contracts, and inter-agency agreements.
Provides senior level advice and guidance regarding contract administration functions and planning, including with shared service providers.
Serves in a leadership role in the development of technical specifications and scopes of work, the conduct of market research, and the post award administration of contracts.
Oversees and collaborates with internal and external partners to develop templates, ensure solicitation success and contract resource delivery to the agency.
Guides discussions with management regarding agency contract operations and reviews and makes recommendations regarding and contracting strategies.
Ensures agency compliance with federal procurement regulations.
Conducts complex research and investigation into new or improved business and management practices for application to agency programs or operations.
Drafts new or modified administrative program policies, regulations, goals, or objectives.

Qualifications At the GS-12 level, you must meet one of the following
Qualifications:
One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position.
Specialized experience for this position is:
use of federal procurement processes including drafting of statements of work, serving on Technical Evaluation Committee, or serving as a COR; prepare evaluations for a segment or phase of a broader project or study; use conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; prepare draft reports and other substantive guidelines and materials; recommend alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; and perform operational reviews, program evaluations and guidelines pertaining to the effectiveness of agency operations.
At the GS-13 level, you must meet one of the following
Qualifications:
One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-12) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties the position.
Specialized experience for this position is:
preparing criteria for a project or study; AND preparing draft reports and other substantive materials; AND soliciting, evaluating, negotiating, recommending and administering contracts with commercial organizations, educational institutions, or nonprofit organizations, to furnish products or services for the Federal Government.
Requires experience with government procurement, budgetary and financial management principles and techniques as they relate to long range planning of programs and objectives.

At the GS-12 Level you must possess and maintain a valid, current FAITAS/CSOD certification-current FAC-COR Level II certification (or must be able to reinstate it within 6 months of onboarding).
At the GS-13 level you must possess and maintain a valid, current FAITAS/CSOD certification- FAC-COR Level II certification AND a FAC-C Level I certification (or must be able to reinstate it within 6 months of onboarding).
TIME-IN-GRADE:
Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
