Learn more about this agencyResponsibilitiesThe US International Trade Commission (Commission) Office of Inspector General (OIG) provides independent, objective reviews of the efficiency and effectiveness of Commission programs and operations, and detects and prevents fraud, waste, and abuse, and violations of laws affecting the Commission.
For more information on this office, visit Assistant Inspector General for Auditing (AIGA) is responsible for the overall management of auditing activities relative to Commission programs.
The AIGA proposes and directs the performance of audits and other special products relating to USITC programs.
Audit requests may emerge from various sources including Congress, agency leadership, and the Council of the Inspectors General on Integrity and Efficiency (CIGIE).
The AIGA will:
Apply knowledge of Inspector General programs, operations, systems, legislative history, mission and systems to sufficiently plan and conduct audits and evaluations to streamline operations, improve service, productivity, and reduce program vulnerabilities to fraud, waste, abuse, and mismanagement.
Perform quality assurance of audit activities by assessing the execution of audit operations and their adherence to Government Auditing Standards.
Formulate and maintain internal audit and evaluation policies, procedures, and program guidelines; ensure internal audit management information systems are maintained; and produce management information reports for use by managers.
Serve as key OIG liaison for internal activities and external organizations including interactions with Congress, agency leadership, CIGIE, and the Government Accountability Office.
Review existing and proposed legislation and regulations to determine areas for future audits.
Evaluate performance of subordinates, makes basic personnel decisions regarding promotion, disciplinary action, reassignments, rewards, and removal.
Recommend organizational and personnel changes to improve OIG operations.
Develop and maintain the professional skills of audit personnel by determining training priorities and goals.

If you are selected, satisfactory completion of background investigation is required.
You may be required to serve a one-year probationary period.

Experience:
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service.
Specialized experience for this position includes:
Experience managing an audit organization and its resources, setting goals, plans and objectives, and evaluating effectiveness of managed programs; establishing and maintaining effective relationships with internal and external management officials; representing an agency to promote an agency's goals and resolving significant technical audit matters; leading and managing people, and addressing comments, and implementing corrective actions in response to external and internal peer review recommendations;ANDExperience providing guidance to audit teams in meeting Government Audit Standards (GAS) by creating templates, policies, and procedures for specific areas needing attention and providing consistency among various audit areas;ANDExperience preparing, revising and editing reports to the agency and the public regarding findings and recommendations issued in audits, evaluations and reviews, and monitoring disposition of report findings to ensure proper resolution.
EducationSuccessful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in auditing or a related field such as business administration, finance, public administration or accounting.
ORCombination of education and
Experience:
at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge.
The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, eg, 15 semester hours.
Experience refers to paid and unpaid experience, including volunteer work done through national service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
