It Project Manager

SummaryThis position is in the IT Services Contract Management (SCM) Division, Information Technology Acquisitions Office, Business Management and Planning Directorate, Bureau of Information Resource Management (IRM/BMP/ ITA/SCM), in the US Department of State (the Department).
The incumbent provides award maintenance and oversight for all Department IT service contracts and is responsible for providing contract administration and oversight.
Learn more about this agency Responsibilities Serves as Contracting Officer's Representative (COR) overseeing work to be accomplished; establish deadlines and standards; provide information management services for SCM and other Bureau components.
Monitor contract performance and provide technical advice and performance evaluation; meet with contractor representatives and DOS contract officials to determine timelines and milestones for mission critical projects.
Coordinates projects; implementing, integrating and measuring the project management methodologies.
Plan and formulates priorities, work plans and project coordination; resolves problems related to all phases of SCM service contract activities.
Compiles and provides planning to the Information Technology Configuration Control Board and the Office of Cyber Reviews and recommends operational improvements and necessary remedial actions.
Oversees implementation of business process reengineering and other project management processes; develop authoritative IT project recommendations and implement strategies for changes to project schedules, deliverables and cost analyses.

Time-In-Grade Requirements:
Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements:
Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail - Coordinates projects; implementing, integrating and measuring the project management methodologies as Managing State Projects (MSP).
Customer Service - Plan, formulate and prioritize projects, work plans and project coordination.
Oral Communication - Mange business processes, project management processes; develop IT project recommendations.
Problem Solving - Monitor's status and progress, resolves controversial problems related to all phases of SCM service contract activities.
AND Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience applying IT principles, concepts, methods, standards and practices to provide expert technical advice, guidance and recommendations.
Experience in project management principles and processes, life cycle management, budget and resource control; cost/benefit analysis and risk management to assess quality and success of projects.
Experience in contracting methods and contract types serving as COR and overseeing contractors.
NOTE:
In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
There is no substitute of education for specialized experience for the GS-14 position.
