Serves as the Deputy Managing Executive performing a broad range of functions supporting the operations of the Division Economic and Risk Analysis.

Serves as a policy and technical expert, analyst, and advisor to the Managing Executive and Division leadership team on a broad spectrum of organizational, managerial, and technical issues related to SEC and Division operations.
Develops Division positions related to support resources (budget, travel, recruiting and staff development, space management, data acquisition, IT infrastructure, and contract management and administration) required and/or available to carry out mission critical functions and activities.
Has demonstrated strength in working with data and conducting data analysis sufficient to provide the Managing Executive and DERA leadership with essential, data-drive analytics to inform decisions relative to operations and the continuous improvement of the Division's business processes.
Oversees all aspects of the Division's personnel management to include providing guidance and assistance to managers relative to human resources processes and procedures.
Works with the Managing Executive to assure that all aspects of human resources management are in compliance with SEC and Federal regulations.
Manages a variety of projects and special programs that are critical to Division and agency operations.
Assignments involve coordinating and working with staff at all levels within and outside the Division; interpreting federal policy; compiling information and data; communicating with and providing information, guidance, and advice to all Division staff on a variety of managerial, human resources, and administrative issues; overseeing targeted delivery of periodic training to DERA staff on a variety of operational needs and activities; and preparing, reviewing, and submitting reports to senior staff in the Division and to other SEC offices, including the Office of the Chief Operating Officer and its subordinate offices.
Manages and oversee the end-to-end delivery of contracts for the Division.
This includes coordination activities with the Office of Acquisition, the Office of Financial Management, and internal and external stakeholders.
Provides direction and oversight of a wide range of functions involved in the operations of the Division such as directing and coordinating financial management activities to include special and recurring financial reports.
Participates in the formulation and presentation of the Division's annual OMB and Congressional budget justifications.
Manages and evaluates DERA budget submissions, justifies budget requirements, and directs the execution and reporting of the operating budget.

Qualifications All qualification requirements must be met by the closing date of this announcement.
Time-in-grade for this announcement is one year at the GS/SK-14 or 15 level.
Qualifying experience may be obtained in the private or public sector.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.
MINIMUM QUALIFICATION REQUIREMENT:
SK-17:
Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 or 15 level:
Analyzing human resources data and providing recommendations; Advising managers on performance matters; Assisting managers with allocating administrative resources; Identifying and resolving funding inquiries and developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives:
Such experience must include work in both financial management/budget analysis and human resources with additional experience in at least 3 of the following areas:
Management Analysis, Risk Management/Internal Controls, Acquisitions Management, or General Administrative support (such as space management, travel services, or property accountability).

Estimated Salary: $20 to $28 per hour based on qualifications.
