Duties SummaryThis position is located in the Deputy Commandant for Operations (DCO) at the USCG Headquarters in Washington DC ResponsibilitiesThe USCG is announcing a challenging Senior Executive Service career opportunity to serve as the Director of International Affairs and Foreign Policy Advisor.
The Director is the Commandant's, Vice Commandant's, Deputy Commandant for Operations', and Deputy for Operations and Capabilities' key policy advisor on the complete range of agency activities related to international affairs and international engagement.
The Director is responsible for the following activities:
Developing, coordinating, and implementing agency strategy, policies, and programs related to USCG international activities.
Establishing agency-wide goals, objectives, and procedures for the USCG's international activities.
Developing agency direction, strategy, guidance, and assistance for USCG international initiatives.
Developing objectives, overseeing logistical arrangements and coordinating briefing materials for the Commandant's, Vice Commandant's, Deputy Commandant for Operations', and Deputy for Operations' and Capabilities international travel and meeting with foreign visitors.
Serving as Coordinator of the USCG's International Affairs Executive Steering Group (IAESG) which develops recommended strategies, policies, and direction regarding the agency's international engagement.

QualificationsAs a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.
Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Mandatory Technical Qualification (TQ1):
Demonstrated ability to formulate, coordinate, implement, represent, and provide a vision for an effective international affairs program which accomplishes agency/organization strategic objectives and furthers US foreign policy and national security goal while forging intra-and interagency, non-governmental and international partnerships for capacity building opportunities in achieving strategic objectives.
Mandatory Technical Qualification (TQ2):
Demonstrated ability to provide vision, oversight, direction and senior management for business operations of a global capacity-building program that provides US based resident training programs, employs OCONUS Mobile Training Teams, and manages multiple funding streams from interagency and international partners.

To meet the minimum education requirement, you must have:
A.
Education:
1) Degree in international relations or equivalent, or 2) a bachelor's degree that includes a combination of courses totaling at least 24 semester hours in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.

Experience:
Courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, in one or more of the social sciences, or in the humanities, as shown in A above, plus appropriate experience or additional education.
ORC.
Experience:
Four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs.
Qualifying experience must have included either (a) responsibility for the direction and coordination of research, analysis, or other professional work in one or more of the fields listed in A above, or (b) specialized professional work involving a high level of difficulty and responsibility in one or more of these fields.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.

The check will bounce and the victim is left responsible.
