This position is located in the US Department of Agriculture, Office of Budget and Program Analysis, Legislative and Regulatory Affairs Staff, Departmental Policy Office.
ResponsibilitiesServes as a recognized authority in policy development, reviews and evaluates submissions of new and revised Departmental information technology (IT) and other policies.
Develops, updates, and reviews of USDA policies, processes and procedures as ?living documents? that are well-organized, clear, and readable, and are subject to continuous updates that meet planned as well as unplanned business requirements.
Establishes developmental guidance and reviews Departmental IT policies for new substantive agency programs where precedents are scarce or nonexistent.
Reviews, and conducts independent complex analyses, crosswalks, research or assessments in support of the Department's IT and other organizational programs, systems, and processes and advising management on findings.
Develops accurate written reports presenting findings and recommendations on complex issues or problems impacting major programs.

Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
IT Competencies:
Individuals must have IT-related experience demonstrating each of the four competencies listed below.

Specialized
Experience:
Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.
For this position, specialized experience is experience that demonstrates but is not limited to experience in IT specialization and mastery of general IT policy, technology, and programs.
Experience applying the business value of information; methods and approaches for sharing information through the use of IT assets; capital planning regulations and policies; performance measurement tools; and methods for identifying and resolving IT workforce issues sufficient to develop knowledge management program plans, policies, and standards; develop, implement, and interpret metrics for the evaluation of IT program effectiveness and efficiency.
THE SUBSTITUTION OF EDUCATION IS NOT QUALIFYING AT THE GS-14 GRADE LEVEL.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
You will receive credit for all qualifying experience, including volunteer experience.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
