Learn more about this agency Responsibilities The incumbent serves as the Deputy to the Controller and is considered the technical advisor on financial and business matters which affect the policy and direction of the Corporation as a whole.
Incumbent advises and provides the Controller and Deputy Assistant Director with appropriate information required to achieve an effective operations program.
Advises and makes recommendations to the UNICOR Business Managers and Accountants pertaining to financial inventory management activities of their respective industrial operations.
Formulates and recommends to the Controller supplemental operating instructions over and above the general procedures outlined in the Corporate Policy and Procedures Manual to accommodate those activities peculiar to these separate divisions.
Reviews monthly, quarterly, semi-annual accounting and financial data reports and supervises preparation of analysis to determine status of sales, gross and net earnings, return on productive assets, inventory levels and turnover, and other items critical to the Corporation's financial status.
Responsible for the initiation and maintenance of the Corporate Policy and Procedures Manual for those sections covering financial accounting and reporting, audit, and property/inventory management.
Serves as a contact with the Department of Justice and Treasury on various financial and reporting matters related to government-wide and corporate activities.
Confers and participates in conferences with the General Accounting Office, Treasury Department and the Department of Justice as required.
Responsible for coordinating corporate responses to the Department of Justice and General Accounting Office audits.
Works with their audit staff in following up to ensure that the results of the audits are successfully implemented.
Travel Required 50% or less - Travel may be required for training and/or work related issues.

Basic Requirement:
A.
Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
The 24 hours may include up to 6 hours of credit in business law.
(The term accounting means accounting and/or auditing in this standard.
Similarly, accountant should be interpreted, generally, as accountant and/or auditor.
) OR B.
Combination of education and experience - at least 4 years Of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality.
This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; Completion of the requirements for a degree that included substantial course work in accounting or auditing, eg, 15 semester hours, but that does not fully satisfy the 24 semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, eg, valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
Education:
There is no substitution of education for specialized experience for this position.
Experience:
You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization.
To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are:
GS-13:
Experience in communicating with the Department of Justice and Treasury on various financial and procurement matters related to government wide and corporate activities, as well as coordinating corporate responses to the Department of Justice and General Accounting Office audits.
Experience in the preparation of Annual Financial and Operating Reports, Board of Director's Meeting reports and other management reports as requested by the Controller.
Experience in participating in the Corporate Strategic planning (short and long term) through forecasting of expected economics factors to be used by Corporate Management in forecasting operations and determination of future cash flow needs based upon management priorities and needs.
GS-14:
Experience participating in Corporate strategic planning(short and long term) through forecasting of expected economic factors.
Experience with accounting principles, theories, concepts, and practices to include Corporate accounting, financial reporting, and accounting standards for federal agencies.
Experience formulating and approving supplemental operating instructions outlined in the Corporate Policy Manual.
Experience reviewing monthly and quarterly financial data reports and supervising preparation of analysis to determine status of sales, gross earnings, return on productive assets, and other items critical to the Corporation's financial status.
Credit will be given for paid and unpaid experience.
To receive proper credit, you must show the actual time (such as the number of hours worked per week) spent in activities.
