United States Citizens Permanent Full Time _This position is located in the Evaluation Division of the Office of Policy and Evaluation in the Bureau of Educational and Cultural Affairs (ECA/P). _
The Bureau of Educational and Cultural Affairs conducts international, overseas, educational and cultural exchange programs for international professionals (in multiple stages in their careers, in many fields of interest), as well as diverse programs for foreign high school students, undergraduate students, graduate students, and professors in numerous subjects, as well as overseas community leaders and representatives from non-governmental organizations.
The incumbent serves as a Social Science Analyst in the field of international, program evaluation and performance measurement and contributes toward the Evaluation Division's efforts to determine the effectiveness of ECA's multiple and highly varied international exchange programs, for the Department of State senior managers, Congress, other U.S. government agencies, and the foreign policy community as a whole.

Manage and conduct multi-country, multi-year ECA (Educational and Cultural Affairs) international exchange program evaluations.
Manage designs, methodologies, instruments, fieldwork and site visits, data collection, analysis and final reports for international exchange program evaluations.
Design pre-program, post-program, and follow-up surveys that collect Bureau and program Performance Measurement Initiative data.
Author high quality professional documents that include international exchange program evaluations reports, summaries and international performance measurement analyses reports.
Provide formal and informal training on international exchange program evaluation.
Communicate findings from evaluations of international educational and cultural affairs programs to senior managers and officials in government and diverse professional audiences.
To be qualified for this position, applicants must have the Basic Requirement AND Specialized Experience as described below:
A. I have a 4-year degree in behavioral or social science; or related disciplines appropriate to the position (You must submit a copy of your transcript when applying). OR
B. I have a combination of education and experience that provided me with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (You must submit a copy of your transcript when applying). OR
C. I have four years of appropriate experience that demonstrated that I have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. ( This must be clearly demonstrated in your resume ).
In additional to the basic requirements, applicants must possess the following specialized
Experience:
Applicants must have at least one year of experience, equivalent to the GS-12 grade level in the Federal service, conducting evaluations and performance measurements of international, overseas educational and cultural exchange programs (i.e., academic, professional, youth, cultural, leaders; and non-governmental organizations); applying social science research methodologies for international exchange programs evaluation related to U.S. foreign policy; and communicating findings on international evaluation and performance measurement in diverse settings.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
