This position may be assigned to any of the five programs at Military Sealift Command (MSC) located in Washington, DC.: PM1-Naval Fleet Auxiliary Force (NFAF), PM2-Special Mission Ships, PM3-Afloat Preposition Ships (APS), PM4-Service Support, or PM5- Sealift or the Plans and Operations Division (N3/5). These programs are responsible for the management/logistical support for all vessels assigned to, or chartered by MSC.
The duties and responsibilities at the GS-09 level are essentially the same as those at the full performance level except the incumbent is under closer supervision and receives more detailed instructions. The incumbent will become sufficiently familiar with the programs of the organization and their relationships with other organizations to satisfactorily perform the full range of duties of the position. This position has known promotion potential to GS-12.
You must be a US Citizen. Must be registered for Selective Service, see Legal & Regulatory Guidance. Suitable for Federal employment as determined by background investigation. Selectee may be required to successfully complete a probationary period. You must obtain and maintain a secret security clearance. You must sign a Mobility Agreement.
Assisting in the overall functioning of the Project Office to which assigned including developing, implementing, evaluating, and administering all policy and procedural and operational functions affecting the worldwide employment and operations of all Program Ships.
Maintaining continuous up-to-date status of vessels of the project to which assigned in order to determine effectiveness in mission performance.
Assisting in the worldwide scheduling and operation of assigned ships.
Monitoring contractor operations to ensure that performance is in accordance with the provisions of the vessel operating contract or charter agreement.
Monitoring, coordinating, and assisting in conducting operational inspections, surveys, and reviews to ensure employment and operation of Program ships are in accordance with promulgated directives, procedures, and guidelines.

SPECIALIZED EXPERIENCE : In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:
Utilizing marine transportation principles in order to assist in chartering commercial ships and space.
Applying contracting procedures in order to formulate budgetary estimates for ships' operational matters.
Collecting, organizing, and analyzing data for logical conclusions, and presenting the conclusions orally and in writing.
Assisting in tracking present and planned ship operations and recommending required adjustments.

Undergraduate and Graduate Education : Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, nautical science, marine affairs, marine engineering, marine transportation, or other fields related to the position. For Marine Transportation Specialist positions, education obtained in a Federal, State, or other accredited Merchant Marine Academy is qualifying.

_REQUIREMENTS:_
Selectee is required to participate in the Department of Defense direct deposit of pay program.
This position is in a training program designed to provide a variety of assignments which may require relocation organizationally and/or geographically. The training program requires selectees to sign an Employment and Mobility Training Agreement. Provisions of the agreement include, but are not limited to the following:
selectees may be subject to requirements such as rotating work assignments,
travel including overseas travel,
temporary duty (TDY),
change in duty location to any location in the U.S. during the training period,
and permanent assignment to any duty station within the U.S. following completion of the training program.
In addition, completion of all training in the Individual Development Plan is required. Selectees will be provided with a copy of the Agreement with the tentative offer.
If, upon completion of the training program, the employeeis placed into a full performance level position in Washington, D.C., the position may be relocated to Norfolk, VA. This is in conjunction with Military Sealift Command's decision to relocate most positions located in Washington, D.C. to Norfolk, VA. If final placement is in a position in Washington, D.C., the position may be relocated to Norfolk, VA. Within the timeframe established by MSC but no later than 30 September 2019. However, specific relocation dates will be subject to transition plans. Employees occupying positions in Washington, D.C. which are identified to be relocated to Norfolk , VA. will have the opportunity to relocate with their positions.
