SUMMARY OF DUTIES:
This position is responsible for the oversight of day-to-day management and planning of the Washington Terminal Service Operations Facility functions and the related operations within the terminal. This includes providing the leadership, guidance, directions, planning, implementation and coordination of functions associated with the operations within the terminal facility and surrounding area. Such as yard operations, train make-up, on-time performance. Position will also coordinate with dispatching, mechanical, and engineering services to develop and support district goals. All activities are driven by the responsibility to provide reliable, safe, comfortable and on-time service to all customers, which support revenue and expense goals. The primary responsibilities include directly supervising 6 trainmasters/road foreman to ensure crews, train make-up, and coordination of equipment movements into, within and out of the facility are performed in a safe, on-time manner. Additionally, the position is responsible for developing, coordinating and implementing safety programs, budgets and directing and overseeing operating practices associated with the train movement within the facility/terminal property. Position will have responsibility to ensure that personnel are properly trained, evaluated and efficiency tested in accordance with federal and Amtrak standards. Interfaces with mechanical, dispatching and engineering operating partners, building rapport and addressing concerns to ensure a fluid operation. Position is also responsible for the oversight and day-to-day management of the Terminal Yard Masters and Station Cleaners.
Essential Functions:
o Responsible for direct oversight and leadership in the management of yard, train, crew dispatching and station cleaner functions
o Ensures the execution of safe and on time performance of trains operating into and out of Washington Terminal
o Directly supervises 6 management employees, and coordinates with mechanical and dispatching office as related to facility operations
o Responsible for the development, implementation and monitoring of facility operating plans, policies and procedures
o Ensures efficiency tests goals are met by observing and communicating with both road and terminal trainmasters/road foremen to ensure compliance with accepted operating rules and procedures
o Responsible for developing, monitoring and meeting safety and budgetary goals

WORK
Experience:
o Extensive managerial oversight experience of train and yard movement or other related transportation field positions
o Minimum extensive years work experience in transportation
o Prior satisfactory work experience and proven leadership skills
o Understanding and knowledge of various computer systems and programs
o Demonstrated business and financial understanding, strong managerial skills and strong leadership skills
o Demonstrated proficiency in oral and written communications
o Must be able to develop, ensure and maintain a cooperative work environment
o Familiar with equipment compatibility, cycles and crew related turns

PREFERRED WORK
Experience:
o Significant experience within the Washington Terminal operations is preferred as well as experience with T&E crews and agreements.
o Candidate with Current Class I Engineer's Certificate
o Minimum of demonstrated years operating experience, with no violations described in CFR 49 Part 240.117, as train service engineer and/or as road foreman
o Qualified as a designated supervisor of locomotive engineers
o Qualified on physical characteristics of territory
o Demonstrated training and management experience
o Strong communication knowledge and skills

COMMUNICATION AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
