Full Time, Permanent Career; Career-Conditional; Competitive The Office of the Assistant Secretary for Export Administration (EA) regulates exports and reexports through a licensing system set forth in the Export Administration Regulations (EAR). United States national security and foreign policy interests are safeguarded through EA's administration of export control laws relating to dual-use items. At the same time, EA seeks to reduce the regulatory burdens impeding international marketing which will aid in the economic growth of the United States. EA also has a leadership role in a range of high priority programs that involve international competitiveness.
The End-User Review Committee (ERC) is an interagency committee consisting of representatives from the Departments of Defense, Energy and State in addition to Commerce. ERC's core missions are to implement the Validated End-User (VEU) program and to administer the Entity List. The VEU program administers the use of Authorization VEU, a shipping authorization which permits the export, reexport, and transfer to qualified end-users of eligible items for use at eligible destinations in China and India. The VEU program allows U.S. businesses to more efficiently and expediently export their high technology products to responsible civilian customers.

At the full performance level the incumbent will perform the following duties:
Serve as Business and Industry Specialist to the Chairman of the End-User Review Committee (ERC); perform a variety of analytic, evaluative, administrative and other professional work in furtherance of the ERC's mission.
Ensures proper documentation is maintained of assigned work as well as weekly meeting agendas, minutes, and decisions.
Receive and process requests from U.S. Government agencies and exporters seeking guidance on a particular end-user.
Assist with the annual review of the Entity List; coordinate and analyze The Bureau of Industry and Security (BIS) program offices' reviews of findings to obtain BIS consensus recommendation; present BIS recommendation and related findings to the ERC and coordinate, facilitate and track ERC review; and evaluate, coordinate and draft for interagency review and management clearance ERC procedural documentation.
Assist with interim reviews of VEUs; coordinate and analyze BIS program offices' reviews of findings to obtain BIS consensus recommendation; present BIS recommendation and related findings to the ERC and coordinate, facilitate and track ERC review; and evaluate, coordinate and draft for interagency review and management clearance ERC procedural documentation.
Assist with the preparation of the of VEU on-site reviews (OSRs), as appropriate, participate in OSR visits, as appropriate, coordinate and analyze information gained during review, present BIS recommendation to the ERC and coordinate, facilitate and track ERC review; and as appropriate, evaluate, coordinate and draft for interagency review and management clearance ERC procedural documentation.
FOR THE GS-12 - THERE IS NO EDUCATION SUBSTITUTION FOR THIS GRADE LEVEL. You will be required to provide proof of U.S. citizenship if selected for this position. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
