This position is located in the Bureau for Management, Office of the Chief Financial Officer, Payroll Division (M/CFO/P). The incumbent serves as Chief of the Payroll Division. The Division is responsible for managing all aspects of USAID's automated payroll/personnel system which includes time and attendance, leave, retirement, allotments, pay differentials, etc. and the preparation of reports and internal control systems aforementioned. The incumbent is primary liaison with the State Department and Human Capital Talent Management regarding policy and execution of Payroll functions world-wide. Provides direction, guidance and exercise supervisory management and oversight responsibilities for management of payroll systems, such as WebTA and NFC.
Develops and implements accounting policies and standards for Payroll processing world-wide.
Develops, revises and adapts financial policies, procedures, and practices related to the analysis, forecasting, and control of the usage of funds.
Leads the implementation of projects that improve the efficiency and/or accuracy of the payroll process. Manages payroll accounting by maintaining and ensuring compliance of strong internal controls around the payroll process. Consultation with Department of State counterparts to identify synergies related to OWCP payments and other pay differential.
Conducts periodic and comprehensive evaluations of ongoing functions to ensure that the organization meets its stated goals, and identifies areas where operational efficiency can be enhanced.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS- 14 level in the Federal service. This experience could have been gained in the military, public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes:
Providing direction and guidance to manage payroll systems, with experience in a WebTA, NFC cross-serviced environment preferred.
Developing solutions and designing procedures to precedent-setting situations related to payroll issues and accounting policies and standards for payroll processing world-wide.
Developing quality assurance processes and reviews of existing payroll operations to provide assurances as to financial integrity and conformance to Federal laws and agency regulations and practices.
Leading and conducting analyses to identify and determine options to maintain/improve operational efficiency.
Leading the implementation of projects that improve the efficiency and/or accuracy of the payroll process.
Ensuring compliance of strong internal controls necessary to safeguard payroll processes.
Operating in an environment with extensive use of various pay differentials such as overseas post-differential.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
