The incumbent serves as recognized expert, and key advisor, with considerable program, authority and accountability, for the implementation of the Child Welfare Waiver Demonstration program under section 1130 of the Social Security Act as amended. The duties and responsibilities of this position involve providing leadership and direction to states to ensure the effective approval and execution of projects under the Child Welfare Waiver Demonstration program including:
Negotiate directly with the State and Tribal Child Welfare Agency Directors, key officials of the Federal Office of Management and Budget (OBM), and other offices such as the Centers for Medicare and Medicaid Services (CMS) (if a parallel title XIX waiver is under consideration) on the terms and conditions for approval or amendment of proposed Child Welfare Waiver Demonstration projects. (Areas of negotiation include cost neutrality, evaluation methodology, scope of the project, identification of statutory and regulatory provisions to be waived, related program issues, etc.)
Recommend approval or disapproval of Child Welfare Waiver Demonstration proposals or amendments to the Associate Commissioner, Children's Bureau.
Analyze programs and makes authoritative recommendations to accomplish goals and objectives; improve effectiveness of demonstrations; determine implications of demonstrations having national significance; and influence Federal and State level policy changes.
Provide guidance, instructions, selection considerations, and trainings to States and tribes implementing Child Welfare Waiver Demonstration projects.
Coordinate and prepare summary papers, special studies, evaluations, presentations, and briefings on all phases of operations including identifying significant issues related to the demonstration and for consideration in directing or refocusing projects.
Maintain a working relationship with national organizations and advocacy and interest groups important to the work of the Children's Bureau, representing the Bureau's priorities and values to them, and consulting with such groups as appropriate on the results of the demonstrations.
_Basic Requirements_
This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

Degree : behavioral or social science; or related disciplines appropriate to the position.

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

_SPECIALIZED EXPERIENCE_
Applicants must possess one year of specialized experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation as stated below.
At the GS- 13 level:
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience providing advice, direction, and analysis to State and tribal governmental organizations for projects under the Child Welfare Waiver Demonstration program or other major child welfare research or reform efforts.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
