Full Time - Recent Graduates-Excepted Service Office of Inspector General is responsible for planning and managing audits, investigations of waste and fraud, evaluations of systems development, acquisition, and operations in all U.S. Department of Commerce (DOC) bureaus, as well as for evaluating the DOC's performance of its information resources management responsibilities. This vacancy is for A Program Specialist serving as Whistleblower Protections and Ombudsperson in the Human Resources Management Division, located at the U.S. Department of Commerce, Office of Inspector General, in Washington, DC.

The Pathways Recent Graduate Program offers candidates the opportunity to gain valuable on-the-job training and experience related to the Auditing career field.
The program duration is one year and upon successful completion of the program requirements, the individual may be noncompetitively converted to a permanent position in the competitive service. This implies no promise or guarantee of a conversion.
Program Completion and Conversion Eligibility:
Program participants MAY be converted, without a break in service, to a career or career conditional appointment upon completion of program requirements. To be eligible for conversion, Recent Graduates must:
Complete one continuous year of work experience acquired through the Recent Graduate Program;
Complete 40 hours of formal interactive training;
Meet the qualification standards for the position to which the Recent Graduate will be converted;
Meet any agency-specific requirements specified in the Participant's Agreement; and
Demonstrate successful job performance that results in a rating of record of at least Fully Successful and a recommendation for conversion by the first level supervisor.

Major Duty 1: Analyze and evaluate on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Evaluate and advise on organization, methods, and procedures. Analyze management information requirements ;
Major Duty 2: Develop policies, regulations and other relevant guidance on whistleblower protections and Ombudsperson services; develop procedures and systems for assessing the effectiveness of programs, processes and services; prepare an annual report for the Inspector General and selected Department of Commerce senior officials on previous year's activities, including recommendations for enhancements to the service, if appropriate;
Major Duty 3: Promote awareness of whistleblower protections and support throughout the Department of Commerce through education, training and outreach. Conduct briefings to the Department of Commerce management and staff on whistleblowing, the role of the Ombudsperson, and the mission and function of the OIG;
Major Duty 4: Serve as the OIG liaison and represents the OIG at meetings, conferences and other events that impact on the work of the Ombudsperson; and serve as an advisor to the Inspector General, Deputy Inspector General, the PAIGI/AIGI, and other OIG senior officials on issues related to whistleblower protection and the role of the Ombudsperson. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
