Summary:
The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000
House Members, Officers and staff.
The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel.
The mission of the House Digital Service (HDS) is to collaborate with members, committees, and their staff to ensure they have the necessary technology to carry out their daily responsibilities.
As a founding member of the HDS team, you will be a part of a first-of-its-kind team in the legislative branch tasked with expanding institutional capacity and technology adoption.
You will have a significant impact on the operational and technical foundations of the team, and will continually seek out ways to enable House Member Offices and Committees to better perform their Constitutional duties.
As a Product Manager, you will a part of cross-functional teams to deliver user-centered products using agile methodologies and modern software development practices while building capacity for product innovation in the House.
You'll help HDS establish modern user research and product practices and share these insights with other House organizations, contributing to a growing culture of product management.
Who we're looking for:
You are an experienced Product Manager who can unite vision and execution to lead an interdisciplinary team in delivering the right value to the right people.
You're skilled at defining a meaningful end goal to galvanize your team, whether that means generating a product vision and strategy with your team or helping other departments and teams articulate and focus their vision and strategy.
As a founding member of the team, you'll also take the lead in helping define what Product Management means at the House, help us find and hire future Product Managers, and educate institutional colleagues, House Members, and staff on Product Management philosophy.
Primary Duties/
Responsibilities:
Establish vision, strategy, and roadmaps for House Digital Service products to ensure all stakeholders have a shared understanding of product objectives, goals, and metrics.
Analyze market demand and market fit, do competitive analysis, and guide build vs.
buy or reuse approaches.
Identify and proactively monitor and address product risks.
Quickly develop a detailed understanding of complex and often contradictory stakeholder needs and requirements, and synthesize them into coherent product concepts and roadmaps Lead a cross-functional team of researchers, designers, and engineers to ensure the right product is delivered to the right audience.
Work with the team to set and meet quality standards for any product you build.
Use evidence (user research, analytics, and other metrics) to make product decisions.
Ask why? a lot.
Be comfortable working in a consulting capacity for other teams as well as managing products directly.
Be ready to take on ad-hoc projects that emerge as priorities for the institution.
Be flexible and adaptive in a fast-paced, startup-like environment.

Qualifications:
Minimum 3 years of relevant experience Experience managing digital services at federal, state, or local government agencies Background of thinking about Product as a practice, interviewing Product Manager candidates, and managing other Product Managers Demonstrable track record of launching products, from conception to production Experience communicating product vision, roadmaps, and challenges to non-technical stakeholders Extensive knowledge and practice with implementing Agile principles, methodologies, and practices Bachelor's degree or equivalent work experience Applicant Instructions:
