SummaryYou will serve as a Lead Telecommunications Specialist located in the U.
S.
Department of Justice, Justice Management Division, Security and Emergency Planning Staff, Justice Command Center.
The JCC is a secure 24-hour facility operating in direct or indirect support of all SEPS functions and DOJ law enforcement programs.
You will be responsible for leading a team of telecommunication specialists at the JCC and leading telecommunication projects.

As a Lead Telecommunications Specialist, you may be responsible for:
Leading a team of Telecommunications Specialists, to include augmentation of their assigned duty shifts when required.
Managing and exercising overall Subject Matter Expert (SME) program responsibility for a telecommunications program for at least one or more component(s) within DOJ.
Providing service and support on telecommunications operations, installations and maintenance on a number of different functional areas within the organization.
Serving on inter-agency and intra-agency working groups to develop government-wide strategies for telecommunications programs.
Advising senior management on applying new technology in a telecommunications specialty area.
Mentoring telecommunications personnel to ensure their understanding, development, and implementation of installation, operation, and maintenance strategies.
Requirements Conditions of Employment You must be a United States Citizen or National.
You must successfully pass a security/background investigation and a drug screening.
You must be a current Federal employee within the Department of Justice on a Competitive Service appointment.
You must meet all applicable time-in-grade requirements by the closing of this announcement.

QualificationsTo qualify for the position of Lead Telecommunications Specialist, (GS-0391-13), you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade.
If you are a current Department of Justice employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level to meet the time-in-grade requirements for this occupational series and grade.

BASIC REQUIREMENT:
Undergraduate and Graduate Education:
Major studyelectrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled.
You must provide your transcript with a conferred date and degrees awarded information.
If the conferred date and degrees awarded information is unavailable, you must provide a copy of the diplomas.
OROther Education:
Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis.
ORSpecialized
Experience:
Experience in evaluating, analyzing, developing, managing, or improving communications systems, procedures, and requirements that demonstrated knowledge of current developments and trends in communications concepts and technology.
ANDFor the GS-13:
For the GS-13, you must have one year of specialized experience at the GS-12 grade level or equivalent pay band in the Federal Service.
Specialized experience is defined as:
Monitoring or reporting on the status or progress of telecommunication tasks or projects to management; Assisting in managing 24-hour operational activities at a classified national security crisis management telecommunications facility; AND Overseeing the installation of systems required to ensure the operational readiness of critical communication systems.
