Task Order Manager/ Writer Editor (TOM)

Position Description:
This position supports the DHS Science and Technology Directorate (S&T) in the Office of Innovation and Collaboration Front Office.
The TOM/ Writer shall serve as the single POC for all task order level issues, shall perform day-to-day task order management to ensure effective and efficient delivery of required services, and is responsible for ensuring all work performed and deliverables submitted meet the requirements of the SOW.
Position Requirements:
BA/BS or Master's in English, Communication, Business, Management, Social or Political Science.
BA/BS
15 years of relevant experience or Master's
10 years of relevant experience.
Minimum of 5 years experience in managing similar contracts.
Top Secret Clearance Desired Skills:
Management and communication skills at all levels of government; ability to communicate effectively, both orally and in writing.
Other helpful skillsets and experience include:
Ability to work in a fast-paced, scientific, and analytical environment Experience supporting homeland security missions Experience supporting federal budget, program planning an execution, and federal financial management experience Demonstrated program or project management experience that supports the ability to work collaboratively in a team environment Demonstrated outreach analysis and engagement support in the homeland security mission space Demonstrated ability to work independently with minimal supervision Excellent written and verbal communication skills and strong knowledge of and experience in using Microsoft Office Suite Position
Responsibilities:
Provide the overall management effort required to integrate operational and programmatic functions necessary to perform all tasks and effectively administer the task order Provide the planning, coordination, technical direction, and surveillance of the activities necessary to ensure disciplined work performance and timely resources are available Establish, implement, and maintain technical management and oversight of all work performed and assure the technical excellence, cost effectiveness, and timeliness of all required work and deliverable products Implement and maintain management control systems required to plan, organize, direct, and control activities Perform contract management duties including, but not limited to, meetings with the COR as deemed necessary regarding all aspects of the task order, establishing, and maintaining staffing requirements, reviewing budget estimates, contractor invoicing and activity reports, sub-contractor invoicing and monthly activity reports, management of task order level activities, development, and revisions to spend plan, coordination on new requirements Conduct Bi-Monthly Progress Meetings and provide Monthly Progress Reports.
These shall include highlights of support provided, documented completion of assigned tasks, expenditures, planned activities and projected expenditures for the next reporting period and to term, and major issues affecting cost and performance with recommended solutions.
The costs portion of the report shall be structured to enable ready discernment of cost trends, projections, and variances by task area.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
