R-00124840 Description Leidos currently has an opening for a Defense Property Accountability System (DPAS) Business AnalystThis is an excellent opportunity to showcase your talents and experience supporting our DPAS users with effectively utilizing DPAS to manage and account for their newly acquisitioned property while maximizing the DPAS functionality to ensure audit complianceThis role is primarily responsible for bridging DPAS production support initiatives between the Implementation and Training Departments.
Providing analytical support, developing training aids to support DPAS new functionality, and logistics subject matter expertise for supply and property accountability initiativesThis position will provide operational DPAS support and business process analysis to all system transactions necessary to maintain accurate inventory recordsAs the Business Analyst (BA) you will identify the functional requirements, and then document/design IT solutions to integrate the desired feature(s).
The BA's designs provide new capabilities or are used as the basis for modifying existing capabilities due to changes in customer requirements or changes in policies / regulations.
This role will have a some Remote/Telework capability supporting up-to 3 days a week onsite along with traveling as needed, up-to 25% annually! Primary
Responsibilities:
o Provides DPAS subject matter expertise and recommend process improvement for the customer in regard to adherence with DoD logistics policy.
o Evaluate DPAS customer implementation and training needs to include:
user request interpretation, system change research, work breakdown structure, and training readiness.
Communicate those requirements both in-house and for customer base.
o Identify gaps in user training/knowledge and recommend future training requirements, and guide the work necessary to address it.
o Research and review training development strategies, technology, material and/or content that provide value to the program, our employees, and our customers.
o Assist in planning, reviewing, analyzing, developing, and implementing the DPAS across a wide spectrum of the DoD user base.
o Attends DoD policy working groups providing input and consultation to Under Secretary of Defense (OUSD) regarding accountability and management of DoD property and equipment.
o Prepare for and conduct customer DPAS demonstrations, customer meetings, go live events, site visits, and webinars in a variety of settings to include:
traditional presentation, hands-on instruction, recorded, and/or virtual.
o Work independently to achieve day-to-day objectives with significant impact on operational results or project deliverables.
o Oversee the quality and consistency of bug and SCR changes throughout the life cycle:
development, initial testing, delivery, final assessment, and follow-upAdditional Duties may include:
o Act as a substitute Technical Trainer in the event the Training Department is overbooked.
Ensure the quality and consistency of course content throughout the course life cycle:
development, initial testing, delivery, final assessment, and follow-up.
o Develop technical solutions that require collaboration within the Training Department, the Implementation Department, and/or other internal program experts.
o Support site visits to DoD locations to execute detailed coordination, knowledge transfer, limited testing, proof of principle, and hands-on support for various high-priority efforts.
o Manage requirements for all assigned logistics meetings, responsible to evaluate, review and approve solutions designed to improve property visibility and accountabilityAssist in the revision of processes and procedures, as well as close data gaps that relate to property visibility, traceability, fielding, and accountability.
o Manage the initial receipt integrated project plan and ensure timeframes are being met.
o Coordinate stakeholder Organization Change Impact (OCI) meetings that conduct policy analysis to identify policy gaps and provide recommendations to update policy based on APSR capabilities focus on improving capital asset accountabilityBasic
Qualifications:
o Bachelors' Degree in Logistics, Information Technology, or related field with 4 or more years of relevant experience Additional training, certifications, and/or experience may substitute education requirement.
o US Citizen; Currently possessing or ability to successfully obtain/maintain a DoD Secret Security Clearance upon hire.
o Thorough and comprehensive knowledge of Joint logistics policies, principles and/or directivesExtensive interpretation of these broad guides is required to refine or develop specific guidelines and procedures.
o Service or Agency staff-level experiencePossess understanding and ability to draft staff package documentation for coordination on new or revised DoD, Joint Staff, or Program Office.
o Demonstrated problem-solving skills.
o Demonstrated critical skills such as collaboration, strong written and verbal communication skills, and analytical capability.
Self-motivated, with the ability to prioritize, meet deadlines, and manage changing priorities.
o Ability to be flexible and work hard, in a fast-paced environment with changing prioritiesPreferred

Pay Range $68,900.
00 - $124,550.
