Senior Financial Systems Analyst with Security Clearance

Serve as Lead Financial Systems Analyst in support of Naval Sea Systems Command (NAVSEA) Program Office providing Business & Financial Management support.
The Lead Financial Systems Analyst shall provide overarching budget and financial support in all areas of DoD Planning, Programming, Budgeting and Execution (PPBE) with particular focus of program planning and analysis, budget preparation and justification, funds execution, contract and cost analysis and Earned Value Management (EVM), and the presentation of this data in various formats.
Lead BFM must have experience and knowledge of fiscal laws and NAVSEA guidance on execution of the following appropriations:
Research, Development, Test, and Evaluation (RDT&E), Other Procurement, Navy (OPN), Operations and Maintenance, Navy (OM&N) Operations and Maintenance, Navy Fleet Modernization Program (O&M,N, FMP), Shipbuilding and Conversion Navy (SCN), Foreign Military Sales (FMS) acquisition and support funding, and Other Customer Funds (OCF).
The Lead BFM shall review financial status reports, conduct analyses, and advise Business Financial Managers (BFMs) of strategies to mitigate financial risks on their respective programs by using Navy financial tools, including but not limited to:
Navy Enterprise Resource Planning (NERP) Security Corporation Enterprise Solution (SCES) Standard Tracking and Accounting Reporting System (STARS) through Computer Optimized Bath Reconciliation Application (COBRA) Management Information System for International Logistics (MISIL) Defense Integrated Financial System (DIFS) and Security Cooperation Information Portal (SCIP).
Experience Required:
10
years of experience with DoD acquisition processes, in DoD/Navy program management, Industry or Government technical management, or Industry or Government business management.
Experience with DoD 5000 processExperience communicating effectively and frequently with SES/Flag Level5
years supervisory experience5
years of experience with ACAT I and II programs, including Earned Value Management, budget development, and execution.
Education Requirements:
Bachelor's Degree in Financial, Math or EconomicsMaster's Degree in Financial, Math or Economics preferred Recommended Skills Acquisition Processes Business Informatics Business Management Communication Cost Benefit Analysis Earned Value Management Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
