SDepartment of State's Bureau of Educational and Cultural Affairs (ECA)The Office of Public Affairs and Strategic Communications (PASC) coordinates within the bureau, with other bureaus throughout the Department, the White House, other U.
SGovernment agencies, and grantee and implementing partner organizations to coordinate public affairs and strategic communications for both domestic and international audiencesIt has oversight of a myriad of outreach efforts, which may include ECA bureau-wide strategy, speaking engagements, media, social media, video, photography, branding and websites, and coordinates with all ECA offices to liaise with stakeholder audiences and manage internal and external outreachECA designs and implements educational, professional, and cultural exchange and other programs that create and sustain the mutual understanding with other countries necessary to advancing United States foreign policy goalsECA programs cultivate people-to-people ties among current and future global leaders that build enduring networks and personal relationships and promote U.

o Moderate Risk Public TrustResponsibilities/Duties:
At the direction of the PASC Director and Digital Content Chief--and in coordination with the Media Relations Chief, Digital Web Chief, and the COR--the contractor shall perform the following typical tasks related to supporting data analysis across PASC teams:
o Report regularly on performance of content across PASC platforms and products, including webpages and other website content, social media posts, graphics, videos, newsletters, toolkits, etc.
Make recommendations for data-driven improvements to future content and products to reach new audiences, increase audience engagement, increase audience viewership, or meet other goals as defined by relevant team chief.
Make regular recommendations to PASC leadership for data-driven improvements to communications strategies and tactics across PASC Assess PASC's current use of Google Analytics for website metrics and make recommendations to Digital Web Chief for improvementsPeriodically review Google Analytics usage and make new recommendations for improvements, as assigned by Digital Web Chief.
Assess PASC's current usage of other metrics and analytics tools and make recommendations for improvementsIf needed, advise on acquisition of new third-party tools or create custom tools for collecting and/or analyzing data and metrics for PASC products.
Produce Quarterly Web Analytics Report and include recommendations for data-driven improvements for website content and reach, with goals for improvement defined by Digital Web Chief, and present conclusions to PASC leadership.
Produce a Quarterly Social Media Performance Report about PASC social media accounts and include recommendations for data-driven improvements to the Bureau Social Media Strategy--with goals for improvement defined by Digital Content Chief--and present conclusions to PASC leadership.
Develop and present Relevant Social Media Metrics and Analysis for at least monthly PASC Director social media meetingsInclude recommendations for data-driven improvements of social media content or strategy.
Produce Quarterly Web Highlights Analytics Report about blogs written by the Digital Web team and include recommendations for data-driven improvements, with goals for improvement defined by Digital Web Chief, and present conclusions to PASC leadership.
Produce social media and/or other analytics reports for activations, special projects, Assistant Secretary travel, and as otherwise directed.
Manage advertising campaigns using native and third-party analytics toolsTrack, monitor, and report on paid search metricsMeasure the return on investment (ROI) on all paid campaigns to make recommendations for budget allocations per platform based on strategic importance and opportunities for growth.
Required
Qualifications:
o Bachelor's degree or Master's in data marketing communications, data science, statistics, or a related field, or in communications, marketing, or a related field with significant coursework and experience in data science, statistics, and related fields.
Certifications in one or more areas:
SAS advanced analytics, data curation, Microsoft Azure, IBM DSPC, HubSpot Inbound Marketing, Advanced Google Analytics, and advanced SEO.
Minimum 6 years of progressively responsible experience conducting multimedia analytics for high-profile programs, brands, or government entities.
Experience using data analysis to make data-driven recommendations for improving ideation, design, planning, and production of multimedia and other communications content and products Experience developing custom tools to collect and analyze data.
Experience using both native and third-party analytics platforms to ensure best selection of delivery methods and platforms for targeted audiences.
Experience in the use of digital tools for reporting, including proper methods of vetting.
Preferred
Qualifications:
o Experience managing search and digital advertising campaigns as well as acting as an expert in creating new ways to use platforms to meet the organization's mission and goals.
Experience developing presentations for and presenting to senior officials.
Experience building audiences with digital projects.
Excellent writing, editing, research, and presentation skillsAbout Us:
