This position is located in the Office of Enforcement and Compliance Assurance (OECA), Office of Civil Enforcement (OCE), Waste and Chemical Enforcement Division, Waste Enforcement Branch, Washington, DC.
The Waste and Chemical Enforcement Division provides national direction for enforcement activities arising under RCRA, FIFRA, TSCA, EPCRA, CAA 112(r) and CERCLA section 103, including developing and litigating civil and administrative enforcement cases, and providing legal and policy support on Regional civil judicial and administrative enforcement actions. The Division identifies, develops, and implements national priorities; and provides guidance and support to the Regions when implementing those priorities. WCED is also responsible for participating with other offices in developing enforceable regulations and policies that will ensure compliance with these programs. The Division assess, analyzes, and recommends action on enforcement issues; and provides scientific and engineering support through staff experts and contract resources. WCED represents the concerns and interests of these enforcement programs to other EPA offices and external groups; and represents OECA in meetings and on task forces requiring knowledge relating to these programs, particularly RCRA. This is an Excepted Service Appointment. You must be a U.S. citizen. If you are selected, a pre-employment background check is required. Provide legal enforcement and compliance counsel to high-level EPA officials participating in meetings, negotiations and other activities.
Be responsible for review of enforcement civil litigation referrals and proposed administrative enforcement in connection with specific legal actions and statutes managed under the Waste and Chemical Enforcement Division.
Review and provide recommendations on case-specific litigation-related activities, including development of evidence, theories of violation, and memoranda of referral that assist the regional offices and/or the Department of Justice in the preparation of pleadings, motions, and trial briefs.
Research complex legal issues requiring national expertise relating to the implementation of the enforcement programs managed under the Waste and Chemical Enforcement Division, and provide verbal and written guidance to regional offices, and affected headquarters program offices concerning case development, enforcement actions, compliance monitoring activities, and other enforcement-related activities. You must have a LL.B. or J.D. degree from a school of law accredited by the American Bar Association. If you are selected, you will be required to complete a Confidential Financial Disclosure Form prior to your first day of employment and annually thereafter.
This position is designated as Moderate Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. You must be admitted to practice before the highest court of a state, U.S. territory, the District of Columbia, or the Commonwealth of Puerto Rico and must maintain active status/good standing as a member of the bar of one of these jurisdictions.
In addition to the educational requirements:
for consideration at the GS-11 level, you need to have at least one year of full-time experience that is equivalent to attorney work at the grade 9 in the federal government.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
