Be responsible for the direction, coordination, and review of work performed by subordinate attorneys in the Multi-Employer Section.
Formulate and prepare interpretations and opinions on transactional and Title IV matters; coordinate with IRS, DOL, and other agencies on PBGC issues; provide legal counsel and assistance to PBGC program offices; reply to inquiries from the public on legal matters related to Title IV; and conduct litigation in various U.S. District Courts, Courts of Appeal, and Bankruptcy Courts.
Represent the Corporation in important meetings with counsel to industry officials and plan sponsors and speak authoritatively for PBGC on legal matters. Serve as a leading substantive expert on Title IV and transactional matters, and litigation. Attend key meetings and conferences on these subjects with other officials, and provide expert legal advice to high-ranking PBGC officials. Participate in or personally prepares PBGC position papers and official comments on such matters. This position has a positive education requirement. In order to qualify for this position, you must possess a J.D. degree from a school of law accredited by the American Bar Association (ABA).

In addition to the education requirement, you also must possess the following by the closing date of this announcement:
One year experience at or equivalent to the GS-14 level in the Federal service (1) applying employee benefits laws to cases and/or legal policy matters, and (2) experience in at least two of the following: (a) Title IV of Employee Retirement Income Security Act (b) Bankruptcy and Insolvency Law; (c) Federal Litigation; (d) Administrative Law; (e) Corporate Transactional Law. Examples may include authoritative rendering of legal advice and services under Title IV of the ERISA of 1974, as amended, and in particular, the provisions added by the Multiemployer Pension Plan Amendments Act of 1980, with respect to questions, regulations, practices, or other matters falling within the purview of PBGC; preparing interpretive guidance or administrative orders; drafting, negotiating, or examining legal documents; interpreting and applying knowledge of business, labor, and private and public interests that have potential impact of setting legal precedents for industries or large occupational groups; drafting and reviewing decisions for consideration and adoption by Corporation officials; and making authoritative recommendations for disposition of such cases.

1) Ability to supervise, plan and direct the work of a subordinate staff.
2) Knowledge of Title IV of the Employee Retirement Income Security Act (ERISA), as amended, PBGC policy, regulations and legal procedures, the U.S. Bankruptcy Code and the Uniform Commercial Code in order to provide legal counsel on and enforcement of those laws.
3) Skill in written communication to develop sensitive recommendations, positions and policies for the Corporation's senior staff and other high-ranking officials within the Corporation.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
