Designs, develops and assists in the implementation of improvements of Postal Service network operations or systems through the application of operations research concepts, principles, procedures and techniques.

Gathers and analyzes data and develops models to support software, service, or products. Relates optimal time, cost, and logistics networks for program evaluation, review, or implementation.
Implements programs for the analysis of management problems and management information requirements. Formulates mathematical models using statistical methods, economic disciplines and operations research methodology.
Provides inputs to test plans and procedures to evaluate the effectiveness and responsiveness of the assigned program. Performs validation and testing of models to ensure adequacy and reformulate models as necessary.
Identifies performance metrics (inventory, cost, risk, agility and flexibility) in order to highlight operational issues as well as drive improvement and provide management with recommendations.
Supports the development of, and updates to program specifications and requirements, utilization studies, test reports, and other related documentation.
Reports on program status and probability of success, evaluating problems and recommending solutions.
Monitors the formulation and development of program plans, statements of work and time and budget factors for contractor support activities.
Contributes to detailed program plans, statements of work, and other related documents in support of the assigned program.
Reviews and comments on technical reports to ensure consistency, reliability and accuracy.
Participates on behalf of the function in multi-disciplinary project team activities. Participates in interdepartmental programs for long range planning, procedures and forecasts concerning the improvement of Postal Service network operations, programs or systems
1. Ability to develop operations research, statistical, and computer system methods and models.
2. Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership techniques, production methods, and coordination of people and resources.
3. Ability to identify complex problems and review related information to develop and evaluate options and implement solutions while understanding the implications of new information for both current and future problem- solving and decision-making.
4. Ability to use SAS, Microsoft Excel, Access and other software to conduct tests, studies and data analysis for business applications using operations research, statistical, and computer methods and models to evaluate quality and/or performance.
5. Ability to prepare, communicate and document technical work through presentations and written reports effectively. Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
6. Ability to develop project objectives, cost estimates and work schedules including estimating sizes, distances, and quantities; or determining time, costs, resources, or materials needed to perform a work activity.
7. EDUCATION REQUIREMENT: Possession of a bachelor's or graduate degree

Qualified applicant (if not currently an Inspection Service employee) must successfully pass a drug screening to meet the Inspection Service's requirement.
