The Justice Management Division, Human Resources, provides department-wide leadership in human resources policy areas including:
learning and development, staffing, position classification, pay and leave, performance management, labor and employee relations, employee assistance, and work-life.
JMD HR serves as the servicing personnel and payroll office for the Offices, Boards, and all of JMD HR.
Learn more about this agency Responsibilities Leads, develops, maintains and coordinates the various elements of the Department's human capital management program and supporting policies to include coordination with other C suite and DOJ lines of business.
Ensures and provides excellent customer service in consultative and advisory services to the Chief Human Capital Officer (CHCO), senior leaders and customers throughout the Department on human resources management matters including executives resources.
Leads the development of human resources management policies, regulations, procedures, and programs to anticipate and meet the needs of the Department and to comply with governing statutes and regulations.
Ensures world class HR operations services to the Offices, Boards and Divisions (OBDs) within the Department.
Services provided include the full range of human resources management functions (ie, staffing, classification, employee relations, labor relations, learning and development, and human resources policy and accountability).
Directs an accountability program to ensure the Department's strategic human capital programs are supportive of DOJ's mission and comply with applicable laws, regulations, policies and procedures.
Provides executive leadership to the Human Capital Executive Committee (comprised of all Component human resources leaders).
In coordination with the CHCO, directs DOJ Strategic Human Capital efforts to strengthen an organizational culture of employee engagement and mission performance in accordance with Administration priorities and the DOJ Human Capital Strategic Plan.
In coordination with the CHCO, represents the Department in contacts with key officials of other departments and agencies, especially OPM as Deputy CHCO and a member of the Deputy CHCO's Council; and participates in interagency deliberations on government-wide human resources problems and policies.

Expert knowledge of Federal sector human capital management policies, procedures, and programs to ensure compliance with governing statutes and regulations, including management of HR information Technology (IT) systems.
MTQ 3.
Experience in one or more human resources functions that demonstrates comprehensive knowledge and ability to provide high-level analysis and guidance in developing and implementing viable results-oriented solutions across multiple functional areas.
MTQ 4.
Demonstrated ability to communicate effectively with all levels of managers, employees and representatives of other agencies and the public.

THE EXECUTIVE CORE QUALIFICATIONS(ECQs):
OPM is required by law to review the executive qualifications of each new appointee to the Senior Executive Service (SES) prior to appointmentupon selection, if the selectee who is not a current or former career Senior Executive employee (Title V), the candidate must submit a written statement addressing the five (5) Executive Core Qualifications (ECQs) listed above for approval by the Office of Personnel Management (OPM) before appointment.
In addition, individuals entering the Senior Executive Service for the first time are subject to a one-year probationary period.
Applicants who have completed the Candidate Development Program (CDP) and have had their ECQs certified by OPM must provide a copy of their certificate as part of their application.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
